I can't help but feel like the most generous interpretation is that Khan understands that, for optics reasons, he must have at least some promos done by women, and Brandi is able to do those on occasion.

Which runs into the problem that Brandi is a horrendously underdeveloped act. She's never gotten good enough in the ring for anyone to look forward to her matches, she's never been sufficiently separated from Cody Rhodes to develop a character that isn't in his shadow, her connection to Cody launches her into high-profile moments that are way beyond her undeveloped persona.

She's just this complete freaking mess of mismatched qualities, and the only real solution would probably be to book her like early Kellie Skater in Shimmer where she'd talk a big game, beat jobbers by cheating, then lose to monsters in gloriously extended squashes. Do that until she finds a hook that actually works, and maybe she gets over on her actual abilities.
