It would have to be across all relevant promotions willing to be involved, however from an aew fan pov that's why I don't think it'll work very well. Kenny's belt collector angle felt like half a story as they never gave proper updates and had no footage. That was quite a basic story too where's this would presumably be more complex.
Admittedly they've since used some limited NJPW footage so maybe they've learned and it'll work.
Then you get to the fundamental issues of any cross promotional stuff. Impact and Noah don't mind being junior partners but aew and NJPW will be equals. A general supershow they can split wins but this is more specific and harder to make all sides come out of it looking good.

Make it one of the biggest angles in wrestling history. Spread it between all three promotions, make the blow off feel like the grand conclusion of a saga over 6 years in the making.

IDK, I think it would be very difficult to keep up with as a fan, especially as NJPW are such dicks about their footage (even screencap fan accounts get content strikes.) Asking fans to subscribe to NJPW World just to keep up with AEW stories is not feasible, IMO.
If the companies could come to an agreement where all of the important points are recapped on each show, then maybe, but you also don't want to dedicate 5-10 minutes each week to stuff happening somewhere else.
I think it could work as branched off angles, maybe. Each promotion has its own set of wrestlers instead of guys jumping from company to company all of the time as part of the same story.
I prefer this second idea, because that means I might not have to see the Good Brothers on Dynamite again.

Each promotion would need to have enough compelling stories for it to be worth it if you only watch one of then because f*** paying for yet another promotion

I did like the way this got framed by someone on reddit: how Jay White is basically the first Bullet Club kingpin to see getting betrayed on the horizon and took steps to put an end to it, and set himself up to benefit even further.
Devitt got himself into a situation where he couldn't really bring himself to do the worst to his old partner, Taguchi, and the Bucks turned on him for it; AJ lost the IWGP title and then lost to Nakamura, only to show respect to the CHAOS leader, which gave Kenny the room he needed to muscle AJ out; Kenny let his feelings for Kota and his increasingly global ambitions blind him to how clear it was that the Tongan faction was ready to decapitate him for losing sight of what Bullet Club was, to the point that Fale himself, always the loyal Underboss, called the hit on him and the Elite.
Jay, however, is no dummy; he's been watching how EVIL's been handling himself in Japan, he's heard Tama call him out for not being around enough (non-kayfabe, I believe Jay has green card issues that make traveling to Japan for work until restrictions are lifted pretty much impossible), so he seemed to be aware that the second he set foot back on Japanese soil he'd likely have both the House of Torture and the Guerillas ready to take him out.
The solution? Take the initiative: he takes out Tama, who's now been the most outspoken against the last two BC leaders, before Tama can do to Jay what he did to Kenny, but does so while bringing Guns n' Gallows back into the fold and essentially making a peace offering to the Elite. From the perspective of the BC guys back in Japan, Jay just kicked out an original member in Tama, yes, but he replaced him with another original in Anderson, and he's potentially mended a (kayfabe) bridge with the Bucks, who are a major potential source of power and influence in North America for Bullet Club, and could bring both Omega and Cole with them. From Jay's perspective, he's shored up his standing, making it harder for current BC members to continue questioning him (something even ELP did not that long ago) since BC members historically stick with whomever can wield power most effectively, plus he took out the shit-stirring Tama and his brothers and replaced them with the Good Brothers, who are more likely to be loyal soldiers to whomever could reinstate them to BC. Suddenly, GoD are on the outs, and if EVIL wants to make a move he risks incurring the wrath of Jay's Bullet Club USA group and the other BC members in Japan who are more likely to see Jay as the group's best power broker.
Basically...Jay White would fit in wonderfully in Westeros.

I wonder where that leaves Fale and Hikuleo. I have to assume Hikuleo is staying loyal to GoD, but will Fale be more loyal to his cousins or Bullet Club? Could be interesting.

I wonder where that leaves Fale and Hikuleo. I have to assume Hikuleo is staying loyal to GoD, but will Fale be more loyal to his cousins or Bullet Club? Could be interesting. Hikuleo tweeted in a way that suggested he was totally blindsided, presumably in kayfabe, so unless he's just faking, yeah, he's with his family. Fale is trickier, though I'm guessing if he leaves, so does Pieter.
