I think the biggest times he could've broken through were the post-Undashing white look and the period around when he turned face and broke off from Sandow. Either of those times I think he could've made the jump to the main event but they just didn't do it.

Broken Cody feuding with Rey was the one time in his WWE run he really felt like he could break out into a top star. I don't think he surpassed that until the Dustin match in AEW.

When he teamed with Dustin & beat the Shield for the tag titles. Felt like a really big moment, full of emotion.

I saw it mentioned here once and I haven't forgotten it but they should revitalize the Dashing gimmick and have him just go full Patrick Bateman...Guy is so close to being there already it isn't funny.

Undashing Cody Rhodes is so quintessentially pro wrestling and I think he played it perfectly. Not when he had the most potential, but it was when I saw the most in him. His strength is in characters.

Dashing/Undashing Cody was great. And I also enjoyed the Rhodes Brothers team.

Right after he stopped wearing the face mask. I call that Perfect Cody.
I also really enjoyed babyface Cody that fought Orton in 2013.

I like when he began wearing a lot of white, like the white & light blue, the white &red, etc. So 2011-2012ish? I saw him win the IC title live in Chicago in 2012 when Big Show's clumsy ass accidentally stepped through a table. I liked that era with him.
Legacy showed his potential, too. I enjoyed them for awhile. That and when he first began teaming with Goldust and feuded with The Shield.

Broken Cody. His character work was amazing, and he could have been an amazing main event heel that was actually interesting.
But even his Dashing character was fun (and sexy) if they leaned more into the 'unnerving' side of it (ala Patrick Bateman was was stated above) it would be gold.

Grotesque Cody. I thought he could've been a World Champion during that run.
Dashing was fun for the vignettes too.
I never cared for him as "plain ol CAWdy Rhodes" but I enjoyed his AEW run. The Bleach blonde and long tights along with the cool entrances made him a star.

I'd like to see them go kind of meta with it. Make him the kayfabe authority figure for NXT there to show this new crew of whippersnappers how it's done.
Long as he isn't actively trying to bury AEW onscreen I think it'd play to his strengths.
