I mean, yeah, they had tons of filler? That’s kind of most of what Star Trek is? Which episodes do you consider filler? I mean at least personally I'd apply the term "filler" to any episode that doesn't necessarily advance any kind of ongoing story arc, and that's pretty much the bulk of every Star Trek show except DS9 pre-Discovery. Don't consider filler a dirty word or anything, not insulting episodes calling them that, but it's not like the vast majority of TNG episodes are moving ahead its narratives. Ones that are moving ahead things like the Klingon civil war stuff or the continuing story of the Borg are relatively rare.

Edit: DS9's Time's Orphan I would consider filler, only because they chickened out at the very end.

Considering their placement in the series, I might consider "Take Me Out To The Holosuite" and "Badda-Bing, Badda-Bang" to be DS9 filler, as they didn't really do anything from what I remember (it has been a while admittedly) to advance the plot of Season 7.

Now speaking of season 7, I would definitely say Prodigal Daughter could be considered filler. Granted, it continued an O'Brien storyline from the previous season as well as Ezri's adapting to unexpected symbiosis and exploration of a brand new character, but it was just so flat and uninspiring. And it could also be that I just really didn't like the Ezri character.

Take Me Out To The Holosuite is arguably filler, but I loved the episode so I didn't mind. I also think it's important for the DS9 characters to get a breather with all the horrors of war going around them. Especially after Sisko's own perilous journey in discovering the Orb of the Emissary and learning about his mother.

I love how Frakes is not precious whatsoever about the stuff he's been in or directed. Some actors and directors will tie themselves in knots to make excuses for their failed works. Frakes will either be diplomatic and accept that the final product wasn't what it was hoped to be (Insurrection, Thunderbirds) or, well... he really hates "Code of Honor".
