What are moments in a cartoon for kids that no matter how many times you watch, you always have some form of tears, at the very least you have to fight them off.
They are obvious ones, Bambi's mom dying, some might say Mufasa dying in Lion King, though personnel for me I have more anger towards Scar so my emotions is more gear towards anger.
One moment for me, no mater how many times I watch season 2 episode 15 of Avatar: The Last Airbender, the Iroh section, I always lose it.

The Mother's Day episode of Rugrats has no right hitting as hard as it does.

"Bye Bye Butterfree".
That's it. Just that whole episode. It's the only episode of Pokemon that ever made me cry.

Every episode ever of every World Masterpiece Theater show. A Dog of Flanders, Perrine, Anne, Little Women, Princess Sarah - non-stop tear jerkers. But A Land Before Time and David the Gnome are great calls as well. Also The Animals of Farthing Wood.

The culmination of over five years of getting to this big moment and I'm still emotional over it.

The Fox and the Hound was a melancholy film in general. But I love it.
The end of All Dogs Go To Heaven....pre credits. I tried to watch after Burt Reynolds died, and I just couldn't.
The end to Balto got me.

I'm not sure if these count, but I often get emotional at the Pokemon Jukebox videos during the Orange and Johto seasons.

The culmination of over five years of getting to this big moment and I'm still emotional over it. For me it's less this moment but a few minutes later in the he follow-up song when Dash and Rarity have their lines on how proud they are of them. I'd say it's probably down to how at this phase of my life I identify more with having seen younger family grow up into the prople they've become and achieving goals they've been working hard towards.

The first 10 or so minutes of "Up". Probably for the best that they cut out the gag of them punching each other. Because if they'd had a shot where Carl hit his wife and then cut to the hospital, would have made the feeling of it all very different.
