Wrestle War had a slew of characters based off famous wrestlers including Hogan, Road Warriors and one other that looks like Arn Anderson, but I'm fairly sure isn't supposed to be.

Rawk Hawk (Paper mario) is based off a combination of The Rock and lucha libre wrestling. I always thought his design was also pretty inspired by Hogan. and if we're going for none fighting games... Live A Live has a pro wrestling storyline... the boss is Max Morgan who looks like this... That oculd be anybody <_< >_>

Dylan from Streets of Rage 4 and Jordan Oliver: (My theory, anyway.) Speaking of Final Fight the boss Abigali's likeness is clearly based off Road Warrior Animal. Although they are of different race I guess maybe Edi E., another boss in the game, was based off the Big Boss Man in that they are both heavyset guys who are corrupt law enforcement officer characters. The game came out in 1989 and Boss Man was a pretty big heel in the WWF at the time feuding with Hogan so it wouldn't shock me. Street Fighter Alpha 3 Prisoner Cody reminds me of Nailz, funnily enough.

While not based on anyone appearance wise, Angel from KOF has a bunch of signature wrestling moves in her set. Her MAX2 in KOF2002 was the People's Elbow (complete with pre-move taunting) and later versions of her have the Diamond Cutter/RKO.

A lot of Haggar's wrestling stuff is Randy Savage. His nickname is Mike Macho Haggar... and... his main design is from Mad Bull 34's "Sleepy" John Estes

Not a wrestler, but it's kind of funny how much a final design can deviate from inspiration: A partial inspiration for King from Art of Fighting and the King of Fighters series is... Grace Jones. They, uhh, went another place entirely outside of just the base concept of androgyny.

This is Abadede from the Streets of Rage series.
He's based mostly on Ultimate Warrior, with a little bit of Road Warriors thrown in.
He also has two palate swaps named Barbarian and El Gigante.

In SNK’s 3 Count Bout (or Fire Suplex), most of the wrestlers are fairly original, except for the Red Dragon. It’s just Muta. Literally the Great Muta with a different name.
Also I just came in here to say El Fuerte sucks. He was a pain in the ass to fight in SFIV. Dashing back and forth like I’m playing Smash all of a sudden. Even R. Mika in SFV feels more fair online.

The Ninja Gaiden arcade game has a trio of boss enemies that were clearly a homage to the Road Warriors even giving them an Iron Man sound alike as their theme tune.
