I recently got interested in a 90s puroresu guy named Volk Han. Russian shoot-style guy, mostly in WINGS. He had these awesome takedown submission moves, and I'm watching him, and I suddenly realize: this is Blue Mary.
I look, and yup, he was a big star, famously trained in a Russian wrestling style called sambo, which is her stated fighting style, and she was created during his height of fame. Cheesecake American Blue Mary is clearly supposed to be Volk Han.
On the other hand, there's wrestlers who visually resemble famous wrestlers, but whose moves aren't directly based on them. El Fuerte's mask looks a lot like El Santo's, but they don't fight the same.
And of course, there's the clear direct homages: Muscle Power from World Heroes just is Hulk Hogan, period.
How complete a list can we get? (let's just avoid Fire Pro, or we'd be here all day)

Zangief's name and nationality evidently came from Victor Zangiev, but other than that the two have almost nothing in common. Zangiev was a small, wiry, balding technical wizard and Zangief was a 7-foot monster who piledrove bears.
Alexander "The Grater" from Saturday Night Slam Masters was Vader. Other parallels can probably be drawn from SNSM characters to real wrestlers but none that are quite that overt.

King in Tekken's look I believe is based on Tiger Mask even if the character differs

Raiden from Fatal Fury/King of Fighters is pretty heavily based on Vader.
From the same franchise, while not looking like his inspiration, Ramon's fighting style was based around Satoru Sayama, the original Tiger Mask.

Mike Haggar was based off of Jesse Ventura Are we sure about that? Final Fight came out 2 years before Ventura's election as Brooklyn Park mayor.

I mean... Hugo and the Andores from Final Fight and Street Fighter are pretty obvious... Alex is based on Hogan apparently... and they'll even do the Mania 3 pose.

Speaking of Final Fight the boss Abigali's likeness is clearly based off Road Warrior Animal. Although they are of different race I guess maybe Edi E., another boss in the game, was based off the Big Boss Man in that they are both heavyset guys who are corrupt law enforcement officer characters. The game came out in 1989 and Boss Man was a pretty big heel in the WWF at the time feuding with Hogan so it wouldn't shock me.

Yeah, Ramon does his DDT, his kicks, his leg sweep, and even his taunts and idle stance. The influence is heavy, with some fun attention to detail. Bass Armstrong in the Dead or Alive series certainly bears a strong resemblance to Hogan and Randy Savage, though Kevin Nash played him in live action form.

There was that one Fatal Fury in which Billy Kane's appearence was slightly based off Dynamite Kid.

The arcade Ninja Gaiden had two Road Warrior bosses (Hawk clones). Even has a ripoff of Iron Man as the BGM. Arcade Abobo (or Bolo or Jick or whatever) looks like Animal.

Whoever designed the characters for the game was clearly a wrestling fan.

Parallel point to the topic, but I really loved this when I noticed.
Fallout: New Vegas' King has lackeys named Roy, Wayne, and Ferris.

Rawk Hawk (Paper mario) is based off a combination of The Rock and lucha libre wrestling.
