And as for worst, it has got to be, hands down, the one against Scott Steiner. Both dudes were totally roided out and they put on two of the worst matches of 2003.
Actually, on second thought, it's probably the program with Booker T.

I went with The Rock, because they battled each other up the card, culminating in that excellent top level feud in 2000.

Henry Godwinn and Mr. McMahon are another couple of notable feuds.
I think it's the Rock in 2000 (also their 98 feud prob deserves a top 5 placing). After that Cactus Jack, Batista and Shawn Michaels.

The Rock - they grew up on the roster at the same time and did it in both variations, Rock face - HHH heel, Rock Heel - HHH Face, briefly heels and faces together,etc
Foley, then HBK, then Austin

The Rock.
Let me take you back to childhood again. Triple H locked The Rock in a casket and then smashed it with a sledgehammer. I was stunned and horrified. They made it sound like The Rock's career was over. I hated Triple H. Rock came back for the PPV with his arm in a (prop) cast and it made him look so against the odds heroic against that bastard HHH. Then HHH started beating up Mick Foley, who The Rock sort of liked, and it made The Rock stand up for his friend and actively on screen start to change his attitude.
When The Rock announced that Cactus Jack's 5 on 1 handicap match against DX was now "5 on.... TWO" teenage me cheered the house down.
The Rock had embraced being a better person and he was going to take that title off HHH, who was evil incarnate by this point, at WrestleMania.
And then Triple H screwed The Rock out of the title! ARRRRRGHHHH!
So they had a rematch at Backlash and I was now online and online said no way Rock won the belt because he was filming a movie. But I watched Backlash anyway, at 5am in the morning, and The Rock only went and won the f***ing title. HOORAY.
Then at the next PPV, HHH stole the belt back. Goddamit.
But then at King of the Ring, Rock vanquished the lot of them, and held the belt, and finally got his proper length WWF title run. And Triple H never screwed him out of a title again.
And the young Rock marks had a fantastic summer. Mick Foley even showed up again.

Adult msc says - yeah, it's The Rock. That shit is the reason I became addicted to this whole pro-wrestling thing. HHH was the first heel I properly hated because I was supposed to hate him, because he was the shithead bad guy screwing over my guy. And Backlash 2000 was one of the greatest experiences as a wrestling fan ever.
I got older and cynical in the intervening 2 decades...

HBK...if the whole thing had been Summerslam 2002, that December 2003 RAW, Royal Rumble 2004, and 'Mania XX.
Rock rivalry was pure magic. Best six months of my life as a fan

Never understood the hate for Triple H and how a significant number of people could regard him as overrated. I think the fact that there are so many legitimate candidates for his greatest ever rivalry shows just how damn good Triple H was.

It's got to be Foley. He's the guy who established him as something more than a gimmicky upper midcarder with the cheese of the "New Generation" all over him in 1997 and REALLY got him over as a top main event guy in 2000. Mick Foley made Triple H, no questions asked.
