I’m a staunch defender of the evil foreigner trope, sure it may be rye rolling most of the time but when it’s done right it is a sure fire heat generator. That said, few examples of it are worse than the evil Canadian. No offense to anyone from Canada posting here, but The US and Canada have largely never had any serious hostility toward each other and Canada famously being one of the nicest places on the planet makes it a pretty nebulous concept to try to use for a heel. That said, who managed to make this lame notion work the best?
For my money I’d honestly have to say Lance Storm. The gimmick pretty much defined his career in WCW and WWE and he managed to squeeze some good heat out of it. I particularly appreciate that during tours in Canada he maintained his heel mannerisms instead of suddenly playing the face in front of his home crowds. Small touches like putting the Canadian maple leaf over the Stars and Stripes on the US title belt were a clever add on that helped sell it.
Any other worthy contenders?

1. Bret Hart - The thing you said about Canada being the nicest people on the planet was one of Bret's main talking points. Canada is nice. Americans are assholes. I was never a big Bret fan, but this gimmick was great.

Heel Bret Hart was tough to beat without being a stereotypical foreign heel a la Iron Sheik and Nikolai Volkoff.

As a huge Boss Man fan, I hated the Mountie, so it's automatically him for me. I didn't really catch any of Bret's stuff until much later.

It would be between Bret and Owen for me.
Both natural heels. Owen was more of a comedy heel. Bret was a great tweener heel.
