Which is better? A tie for me.
80's seemed like more fun, possibly more iconic, and made the foundation for the 90's. 90's had better variety and more options, plus the upgrades in technology and the PC boom.
That's my general view. What say you?

All decades have their good and bad, but I’m partial to 80s music and 90s cartoons in particular.

The blend from about 88-94ish was right about perfect. Just enough tech to makes things interesting for us nerds, but it wasn't mainstream yet.
Also that was the peak of video gaming.

They're fairly equal, however there's a fair bit of overlap which gives 90s an advantage. However from a British perspective football was in so much of a better state in the 90s that it basically wins by default, I'd say life in general too but can't get into details.
Personally golden age Simpsons, Mario 3, ps1/N64, attitude era, Pixar, Harry Potter, euro 96, britpop and pokemon mean more to me.
Can't deny 80 music or toys though, I'm not sure the fashion was better but it was more interesting.

Okay I know people will say 90s because a lot of things got fine tuned by then. Video games weren't blocky "use your imagination" deals. Cartoons and other TV shows got more sophisticated writing and better animation. Etc. etc.
But...I still vote for the 80s. I AM biased, of course. But also, the simpler stuff has its charm, and it's good to take in something simple. A lot. A lot of the IP's from the 80s were also more pleasing and fascinating to my eye, if that makes sense. (comics, of course...but also really liked the designs of say, the original Transformers, Voltron, and Masters of the Universe).
It may not be a dealbreaker to most of you, but the 90s were when the game show genre died out too.
Not only that, but in the 80s, TV stations were not ashamed to embrace entertainment's past, so you had a lot more outlets carrying shows from the other decades as well. It was like getting a bigger collection of pop culture at one time.

I love the 90's, I'm a 90's baby, but the 80's just hit different.
I'll give the 90's television and video games, and they're about neck-and-neck in music, but the 80's aesthetic puts some points on the board all on it's own.

I will say this, when it comes to movies, the 80s wins for Action and Horror, but for comedy it's got to be 90s. Music, yeah, gotta go with the 80s for that. Video Games, probably the 90s (though you could add 86-89 to that, if just for Mario and Castlevania series).
