As in not the top guy, but not exactly the second banana either. The best examples I can come up with are Sheamus around the time he had that never ending feud with ADR and Batista. In both cases they played 1B to Cena’s 1A. Although with Batista you could argue he started as the 1A but slid down when the company went more with Cena.

Batista was solidly even with Cena until he just kept getting injured. I’d argue even before when it was clear Batista would stay on Smackdown and Cena would stay on Raw since Raw was firmly the main show at that point.

Hogan 1Bs from 85-92: Andre (85-87) then Savage (88-89) then Warrior (90-92) Austin 1B from 97-02: Undertaker (97-98) then Rock (99-02) Cena 1Bs from 05-14: Batista (05-07) then Orton (08-10) then Punk (11-12) then Bryan (13-14)
Realistically they were both 1A level guys but Rock was usually not quite on Austin's level when they were both active. Austin non-title matches main evented over Rock title matches fairly often (Rock Bottom 98, Valentine Massacre 99, KOTR 99). Rock only truly felt like the top guy in 2000 because Austin was out injured. As soon as Austin came back he was still clearly the top guy, winning the Rumble and beating Rock at Wrestlemania again. 2002 was the first year when Rock briefly felt more important than Austin mostly due to Austin slumming it with Scott Hall at Wrestlemania while Rock got the Hogan match.
I'm not exactly sure who Roman's 1Bs would be from 2015-22. Rollins/Ambrose would probably be up there at points, especially 2019 Rollins when he won the Rumble and beat Brock twice. Styles got a year long title reign as a face and dominated Smackdown so maybe him for a while then Drew had a strong run for a year or so too. If you're including part-time guys then Brock would fit.

charlotte's never been worse than a 1B her whole run- with becky and rousey (could make a case for nikki bella as the 1A when charlotte first got called up) being the 1A. sasha was charlotte's 1b during their RAW feud.
you could say roman was the 1b to brock for most of their feud until recently

Braun was a 1B the last couple years he was there. Braun was clearly the emergency back up plan at three straight Manias, and they actually needed him the third time.
