I mean they already had their surprise match with Cody and Seth, so why didn’t they advertise Stone Colds first match in almost 20 Years?

Because I honestly think they(WWE) and Austin himself didn’t know what he was capable of doing and didn’t want to advertise something that wouldn’t happen. Austin said after the match that he didn’t want to be a parody of himself and so that played a part. It was everyone being overly cautious. That’s my opinion on it anyway.

Similar to Triple H/Shawn at Summerslam 2002 being "unsanctioned". It's a get-out clause in case he's not capable of a full match. Also lowers expectations.

Austin is a very proud man who has anxiety. I think there was a very real chance he didn’t decide until day of that he was gonna go through with the full match, so they left the door open to a stunner and a beer bash if Austin decided to not do a full brawl.

KO invited him there to do his show under false pretenses. He even admitted it. Then he goaded SCSA into a match.
