Which was the most disastrous? For me, 2022 because at least Reigns needed it and in 2015, we had very nice surprise returns like Bubba, Boogeyman and DDP.

I can't remember much about the 2022 one honestly. I know it had Bad Bunny and Shane McMahon (who was equally as bad in said Rumble.) 2015 was very poorly booked, but I did like the Kofi save in that one. 2022 is more like 2014 - a decent but unspectacular Rumble hurt by a bad finish.
2015 was an absolute mess on all levels. Bottom of the barrel stuff.
Since then we've had a very good one, a decent but forgettable one, an all time great, a decent but forgettable one, a marmite Drew making one, and a reasonably OK one (2016-2021 in order) so 2022, on averages we were due a not so good one.
Due a properly great one again though now.

2015 was a mostly decent Rumble that was then absolutely destroyed by the ending. It had the double whammy of Big Show and Kane (way past their prime) taking out everyone in the closing stretch which audibly pissed off the crowd, and then it was won by the opposite of the fan favourite, the anointed chosen one, babyface Roman Reigns. It’s a great example of WWE booking for themselves and not the fans.
2022 was just boring. For a Rumble, that’s one of the worst sins.

2022's is really dull and really poorly planned out. Like, it got Shane fired, so, that's not a good sign for how it was received, and with good reason.

I still maintain they could have avoided a little of the heat by just having Roman show some actual agency in beating Kane/Big Show rather than them randomly turning on each other.

It'd have helped a little bit. Maybe have Kane take the turnbuckle pad off to try to hit Roman into it, but he knocks Kane's head into it instead and tosses him, then Big Show after he tries to do his punch on Roman, who dodges it so he punches the turnbuckle and has to sell that. Spear or Superman Punch, then dump him out, too.

Even though the 2022 Rumble happened less than 6 months ago, I had to look up who won it. And after learning it was Brock... I still don't remember it. And what was the point of Brock winning, anyway? So he could lose his title shot and then leave? There have been some questionable winners in the past, but at least those winners hung around for more than one match afterwards. I would have to rewatch 2022 before I call it the worst. Seriously, I don't remember anything about it other than Shane McMahon. But I can definitely call it the most meaningless Rumble of all time.

I’m going to make the case that, for as bad as 2022 was, I feel like people expected some of it to go how it was because of past Rumbles being that bad.
Which is why 2015 is worse.

But surely nothing can have gone as wrong as the damn match itself turning heel and the Rock getting boo'ed.

See, the thing that makes it not the worst booked match ever was that the first, say, 10 entries or so were fun. DDP came back, Bray and Boogeyman had a fun confrontation, Bubba returns to Philly (even though that involved racism for some reason?), just a bunch of fun moments. The moment Bryan got eliminated, though? Never has a match fallen apart so quickly and so vindictively to its audience.
