Sami Zayn.
There’s just way too much storytelling potential in him holding the briefcase.
There’s the obvious storyline where the Bloodline must either play nice with him and make him a full member to keep tabs on him or simply take him out for a while until he comes back as a white hot babyface.
There’s also the less obvious but equally great story you could tell where Sami aligns with Heyman and the Usos to usurp Reigns because he has become too powerful and domineering, and that’s how you turn Roman face again by humbling him and forcing him to deal with the betrayal.
Drew doesn’t need it, Seth doesn’t need it, Riddle can’t actually use it on Roman anyway.
Please do the smart thing, WWE.

What I'm hoping for is he wins then jokes about cashing in on his good friend Roman and a paranoid Roman sends the Usos to destroy him. Like a pretty brutal beating to write him off for a couple of weeks and get him babyface sympathy. Then Owens shows up to confront the Usos the next week and it eventually leads to Zayn and Owens winning the tag titles at Summerslam. They both had great moments at Wrestlemania and I think them finally winning the tag titles in a big match at Summerslam would be awesome for them too.

I mean if Sami had to win the title it would def have to be straight up. I think Drew should end the 2 year reign at clash but Sami can cash it in on Roman in 2023

I said the night he faced Roman, Riddle could lose and win the contract to make that a big storyline so I'll stick with that.
But the Bloodline using Sami could be interesting.

Sami would be the best choice, though I get the logic behind Riddle or Drew doing it, too. I just find Sami the more compelling option.

I could see it being Riddle or Drew. I think Riddle is starting to break through with fans in a different kinda way, so I could see him pull it out.
That said, I think whoever wins it still has to lose to Roman. Cody's the guy to beat Roman clean, even if that's not until next Mania.

I will say they've done a good job this year at building up several legit contenders for the briefcase. Seth has unfinished business with Roman; Drew called his shot; Riddle has a stipulation he needs to get around; Sami has all the stuff OP mentioned.
Personally I'm rooting for Seth because he's been so damn good recently I wanna see him get a title run, but I wouldn't be mad with any of those guys winning. Now if Sheamus or Omos win though...

I think the briefcase does change that, didn’t they mention it on commentary? Similar to someone winning the Royal Rumble being able to challenge someone they weren’t allowed to anymore.

Sami is the most fun choice and whether he wins or loses the cash in (probably loses) he'd give them the most storyline options.

i look at the briefcases this way
men's side- drew and sheamus will cancel each other out. riddle/seth seems like the next feud for each so they will cost each other. that leaves riddle who can't challenge roman again, omos- who has no shot. mystery entrant and sami. sami provides the most potential hijinks and can easily fail the cash-in without it affecting his status in the slightest. i mean the guy is basically the Wile E. Coyote of WWE at this point. so sami wins
women's side- asuka/becky cancel each other out. looks like they are teasing a liv/alexa program so it won;t be them. that leaves, lacey, shotzi and raquel. as currently both champs are faces (i don;t see ronda losing for a long time and bianca is probably safe til rhea heals up) which would lead to a heel win here which eliminates raquel (plus i don;t see someone her size needing a MITB cash-in surprise match to win). while shotzi is the only heel i think they have been building lacey up lately to not derail her return so quickly with a loss so she's my pick.
my only other personal amusement combination would be "the Fashion Plate" seth "freakin" rollins and "Judge Big time" Becky Lynch (she needs to bring those visors back) only for the backstage interactions as Mr. and Mrs. MITB. while putting them together as faces flopped miserably, their current comic book villain personas would mesh perfectly this time.
