It might not be considered as famously bad overall as 2000 but it's definitely still much maligned. What are some positives though?
I fully admit that I loved the Goldberg/Sid feud and was beyond hyped for their match at Halloween Havoc. In my mind that was the best built WCW match since Hogan/Sting at Starrcade.

The Spring Stampede PPV that year is the best PPV card they had all year,IMO.

The Spring Stampede PPV that year is the best PPV card they had all year,IMO. I consider this the spiritual series finale of WCW. DDP finally winning the world title in a main event that featured the company's biggest stars, on top of a stellar undercard.

Bret Hitman Hart vs Booker T on Nitro, with Booker winning cleanly. Bret's WCW run, when viewed in isolation, has at least aged well in terms of week-in week-out entertainment. Even his Thunder promo post-Starrcade main event looked like they'd righted the ship and would have been an all-timer had it not been overshadowed by his career ending.

Man, I love WCW 1999 and really want to give it a full deep dive sometime in the future. Some things that jump to my mind.
- Sid/Goldberg feud in the fall of 99. It may be the best thing they did that year.
- Benoit/Bret from October
- Sting vs. DDP from April Nitro
- Charles Robinson cosplaying as Flair
In the spring and a little bit of the summer, they were seemingly teasing Benoit, Saturn, Bagwell and Inferno as breaking through as top guys against the regime of Flair and Piper. There was an eight man tag on a June Nitro that was enjoyable. I think Malenko was involved, too.
Rey pinning Nash on Nitro
I enjoyed David Flair's nepotism angle because when David finally lost the title it got a good pop.

I thought 1999 was overall a pretty entertaining year and I was there for every bit of it.
Team Madness, Sid's return and Millennium Man run, Bret Hart tricking Goldberg into spearing him while he was wearing the metal plate, DDP in the main event picture including some really strong matches with Sting on Nitro, the Jersey Triad, Hardcore Hak and Daphne, West Texas Rednecks.

Any combination of those teams really, like lots of stuff, with a bit of tweaking and a push they'd have had a great division there. I also liked their kinda hardcore division with Raven, Hak and Bam Bam they had for a couple of months.

1999 is nowhere near as bad as people make it out to be. I think it's not as good as previous years, and even bigger, WWF was just so much more entertaining.
The first few months of the year, arenas are still sold out, there's a mainstream presence, and Nitro is still no 2 or 3 on cable for ratings. It doesn't really start falling apart more until spring.
But to answer the question, the highlight for me is probably DDP winning the world title. The reign sucked because of bad booking, but I loved that he won the belt.
