Not sure exactly what this is, but I’d definitely put The Miz in there for a decent chunk of those Ziggler years, from Winning MITB through either when he lost the title or even through to Survivor Series that year when he and Truth faced Cena and Rock.

Where is Vince? He should definitely be there over Jeff Jarrett. I agree that Miz should be there in place of Ziggler for a good amount of that time. Reigns should be there for face for some of his run regardless of how it turned out especially if you're going to go with Cena from 03 onward.
Lesnar should probably be on there instead of Sheamus at least. I really don't see Balor as the top heel in the company in the slightest.

3. The Same Wrestler Can’t be in Both the Face and Heel Lists
4. The Same Wrestler Can’t Have More Than One Run as the Top Face/Heel.

Thrown off by some of these in the original post, but especially George the Animal Steele as top heel from 1987-1990. He turned face in 1985 and was prominently working vs. heel Savage the following year. I don't think he ever worked heel again, at least in WWF/WWE.
Andre and Savage would cover the top heel for most the second half of the 80s (after Piper and Orndorff), but if I'm following what you're looking to do and you're trying not to count someone on both face/heel sides (and don't want to use Andre as a heel) or have someone on twice (to keep Savage from having two heel eras), then DiBiase has to be top heel from 1987-1990/91 when Undertaker or Flair supplant him, I think.
