Depends on the push they would have gotten
In the end it's paid major dividends for Claudio that he isn't there anymore, Kushida I think is just going to thrive in New Japan more than he was there, as even under HHH... he didn't exactly do a ton
In some cases the make or break was the Twitch and Streaming rules, and if that's still in place, it's not gonna matter who is in charge if you're trying to f*** with someone's off time.

Claudio strikes me as one of those guys who left for similar reasons as Danielson. He just wanted new challenges.
Kushida got kinda screwed over by coming over in the middle of the Black & Gold > 2.0 transition. But he wasn't exactly setting the world on fire with Triple H in charge of NXT either. Probably just a bad fit.

Joe likely would have stayed as he would have been given a more prominent main event role most likely Pretty sure Joe was being groomed to be one of Hunter’s inner circle as well. Wouldn’t be shocked if he tries to bring him back for a backstage role again at some point.

HHH looked to use KUSHIDA as his Rey Mysterio He had a really good match against WALTER and then broke his wrist and by the time he came back he was stuck in the weird transition

He looked like he was basically going to be the defacto head guy for NXT for development, scouting etc

Keith Lee, Samoa Joe, and especially Andrade are definitely the guys that I think would have thrived with Hunter in charge.

Regal and Somoa Joe definitely. All or parts of Undisputed Era. I think Cole would be tempted to be in the same federation as his girlfriend, but would likely have stayed.

I've actually wondered how many people are secretly kicking themselves for signing 5 year contracts now (not that it was foreseeable obviously, but some people have to be disappointed in the timing).

Maybe Keith Lee Under a HHH led regime he def would been a top guy even after the health issues got cleared. Roman was a guy in clear favor of him and wanted a big matchup with him. Would got a proper feud with some top guys like maybe Orton as I remember Keith Lee "shock win" when they wanted to push him out the door and Orton sold the Spirit Bomb like death
