Isn't Flair actually a 20 time champion? It's probably like 22 or 24, the 16 number comes from WCW (including JCP-era NWA) is his two WWF titles

Cena deserves it. I mean... he's one of the biggest stars ever, has broke into the mainstream, and is still insanely over.
Plus, he's just a good dude.
And like was said earlier, it's still a big enough storyline that it's got potential to lead to exciting TV and make tons of money.

Isn’t Flair’s real record 21 titles? Yep, a few they didn't acknowledge like the change in Puerto Rico. Plus a few reigns with the WCW International Title which literally is the big gold belt but there was the separate WCW World Championship at the time so for whatever reason it "Doesn't count" even though it literally is the same belt. They pay touch-and-go so much with the lineage, wouldn't surprise me if following Flair's eventual passing that he's recognized as the 21 time champ. 16 just seems to be the number said and promoted the most so that's what they're going with. It's kind of like how, following his death, so many Prince stories said that he "Could play 28 instrument fluently," as that was the big promotional push around his debut album 'For You' which he played 28 instruments on*. The actually number of instruments Prince could play and played on record his whole career is somewhere around 40. *Which was actually 27 as Morris Day was the uncredited drummer on the first three Prince album (Prince was an A++ guitar player, bass player, keyboardist but, alas, only an A+ drummer so he enlisted Morris - an A++ drummer - to handle drums on those first three releases. Prince created The Time as, along with a creative outlet for songs that didn't fit his own releases, a thank you to Morris. Prince played all the instruments on the Time albums, and when it came time to tour enlisted/poached all the best musicians from the top Minneapolis bands to do the tracks live. That's why the entire Purple Rain tour bootlegs are so sought after as each night was a friendly competition between The Time and Prince's band The Revolution to outshine each other)

No Reason Cena couldn't take most of the year out from a schedule. Well, I don't know how actor's contracts work in that regard, but for example: Say he gets back into training around November to prepare for taking bumps, doing spots, ring cardio, etc. Shows up in January, announces he'll be in the Rumble. Wins the Rumble. Wins the Title at Wrestlemania. Defends it at alternating PPVs instead of every month, eventually drops it at Summerslam. This is a terrible idea. How would you book it?

Well, for one, I wouldn't. But as much as they're are complaints about new stars not being made, I definitely wouldn't book him winning the Rumble and main eventing Wrestlemania. That would make me lose interest in the entire Mania season real quick. If he was going to break it, no reason it couldn't be at Summerslam or actually at the Rumble and somebody beat him at WrestleMania. But also if I had my way he can just go ahead and stay away forever.

Maybe, but WWE loves to put belts on part timers. If he is ever back for say two or more appearances in a 3 month block (like Rumble and Mania), I could see it happening.

Best way to book it imo. Cena returns at Mania 39 and beats Austin Theory to gain momentum after years of losing. Then he beats Seth Rollins for the wwe title at Royal rumble 2024 for his record breaking win, then he loses the title at mania 40 to Cody or whoever the next Gen main Eventer is (Kross, Breakker ect) then he rides off to the sunset
