I'm not counting the Ducktales villains since they're all essentially legacy villains already established in the comics, so...
Tough call between Negaduck and Don Karnage for me. I'd give it to Negaduck for being arguably the most iconic and the most fun to watch, but dock points for the comparative unoriginality of him being an Evil Twin (either version).
Don Karnage I'd argue is the most visually distinct main villain across the series, when Talespin didn't really have too many recurring villains in the first place. When you consider he's essentially the only non-Duck villain to have made it into the Ducktales reboot, I think that says a lot too.
Also, no Xanatos?

Oh man, I totally forgot. See, we're watching the original five series in sequential order, so they were fresh in my mind. Haven't gotten/returned to Gargoyles yet.

It was between Magica and Glomgold for me since I'm a huge fan of both the original and reboot versions of Ducktales. Magica just edges it.

Was Negaduck related to Darkwing? If I recall, Negaduck is Darkwing in the NegaUniverse. Kind of a hard call since I think Darkwing Duck has a stronger list of antagonists, in fact Steelbeak should be on here. As a kid the Liquidator was my favorite of the bunch, but after rewatching it, he's probably the weakest of the Fearsome Five since he only has one lone appearance. Bushroot is probably my favorite of the bunch now, but admittedly he's hardly a villain. DuckTales, I would also include Flintheart Glomgold as Scrooge probably had the most animosity towards him...I always felt that Scrooge would be fine with the Beagle Boys stealing his money as long as he was left with more than Glomgold had, which is why I loved Scrooge since he hated the ultra rich more than anyone despite being ultra rich. Speaking of Beagle Boys, I wish they switched them up more often than they did...since it was usually Bigtime, Burger and Baggy Beagle...and Baggy was just plain bland. Burger was awesome though. Magica De Spell was great, but they didn't use her enough in the later seasons. Rescue Rangers was fun as a kid, but watching it now it always felt like whatever happened that the Rangers didn't actually fully prevent the antagonists from doing something again. I mean Nimnul didn't actually get arrested until like the 4th time they dealt with him. Fat Cat's goons were cool though, especially Mole....but in a way this was a predecessor of DD's Fearsome Five, but just not as interesting. Gotta give a shout out to Duke Igthorn in Gummi Bears...and his little buddy Toadie! Overall I have to give it to Don Carnage. Not only is the voice just an enjoyable Desi Arnaz impersonation...but he's on the right level of competency to Baloo. I didn't like this show as a kid, but rewatching it, I think it's without a doubt the best universe of the DA shows, especially since it isn't a "duck universe"...like you have bears, tigers, boars, wolves, coyotes, lions, orangutans, rhinos, dogs and gorillas all getting representation. Colonel Spiggot should be on here as well, but he's not in the same league as Carnage, but still gets several appearances.

Was Negaduck related to Darkwing? Negaduck I was the result of an accident that split DW into his positive & negative selves. He's gone by episode's end but Jim Cummings' take on him proved so popular he got a kinda revival.
Negaduck II is a variant from a mirror-verse where everyone who's ever been has an alternate version of themselves that's their polar opposite in traits or demeanor. Less origin story, more chainsaw.

Oh yeah, I get it. I just think being a minion for the majority of his time sort of disqualifies him from being the best, even if he's rather enjoyable. I do like how the way they would defeat him was to turn him into pudding as opposed to any other superhero that would either freeze him or evaporate him...nah we're going to turn him into a dessert.

The "regular" group was Bigtime, Burger, and Bouncer, with Baggy occasionally being added as a 4th. For example, the series premiere 5-parter where the nephews move in and they search for the Treasure of the Golden Sun had only the 3 regulars, as did the Bubba Duck 5-parter. Baggy was added as a 4th in the GizmoDuck 5-parter, and also the standalone episode where Gyro invented a teleport ray. I don't remember any episodes that had Bigtime, Burger, and Baggy without Bouncer (although wikipedia tells me they exist). I agree on this point, though: Baggy was dull as dirt.

^ You're probably right, the only standouts with Bigtime and Burger. Megabyte was also pretty cool, but of course his personality would probably conflict with Bigtime.
