What are examples of wrestlers who . were only over because of who they were against or feuding with? The big one that stands out for me in modern times is Alex Riley during his feud with the Miz. I think anyone could of been in that role and of been cheered against Miz. I do think he had potential but was only over during his feud with Miz because Miz was hated so much.
Virgil
I liked the storyline. but again I think he was more over because he was feuding With Dibiase. within a year and a half he was a jobber.

Corporal Kirchner. Without Nikolai and the Sheik as his foils, he went nowhere realllllly fast.

Logan Paul got over as a babyface at Summerslam largely due to the fact he was facing Miz.
We'll have to wait and see if Dominik Mysterios's huge heat continues when the story with Rey is over.
Even if you were a random un-over midcarder if you faced John Cena around 2006 you would be massively over with Cena haters cheering you and Cena fans booing you. He would face the likes of Chris Masters/Daivari/Spirit Squad Kenny in nothing Raw matches that had the heat of a Wrestlemania main event due to how loud the crowds were
Charlotte was hated in late 2018 but was cheered against Ronda at Survivor Series because fans has turned on Ronda due to her starting a feud with Becky. Becky got injured then endorsed Charlotte on the go-home show basically telling her to kick Ronda's ass.
Not sure it counts because he was still over afterwards but Batista was never AS over as he was during that 2005 feud with HHH. You could feel the momentum immediately deflate quite a bit when he moved onto a feud with JBL.

Val Venis did a heel turn nobody asked for when he stuffed Mr. Rocko down his pants. He teamed with Al Snow who was frustrated with Foley always making jokes at his expense. If they weren’t feuding with Rock n’ Sock, nobody would’ve seen them as heels. And in fact they were both turned back face in short order.

You could feel the momentum immediately deflate quite a bit when he moved onto a feud with JBL. I think there's a really under-discussed "What if" for Batista's feud with Eddie Guerrero. That story was really interesting and felt like it had some legs to really do something for Batista long-term.

Arguably the only reason Roman may have gotten cheered in the final two of the 2014 rumble was probably because people were just that dead set on not seeing Batista win if that counts.

Speaking of Roman, it can be seen that Braun Strowman beating the crap out of Roman(and came back to dish out more) was what got him over. Sure, it might've been the "anybody, but Roman" effect, but before that, his WWE career was very uneventful and was just another overpushed monster heel. Maybe it's because he wasn't involved in any storylines before then for the fans to care, but I think it's safe to say "Outlaw" Ron Bass was only over because of his viscious attack on Brutus Beefcake.

He likely would have gotten over anyway, but Ultimate Warrior being the one to dethrone Honky Tonk Man is what got him truly over. Prior to this he was feuding with Hercules and having random matches against mid-card heels, but taking down one of the most hated heels of 1987-88 really made him.

That certainly took Braun and got him over to the next level. The fact that was following post WrestleMania 33 when Roman had seemly retired Unddertaker and had fans angry at him and Braun doing wild fleet of strength, all made it a perfect storm for Braun.

Virgil is, as Charles Nelson Reilly would say, the definitive answer.
But on the subject of Ted DiBiase, or should I say, THAT DAMN TED DIBIASE....and this really isn't a feud, but....
It pains me to say that Cameron Grimes was probably most over when he had interactions with DiBiase. OK the skits were kind of a feud, but then came the time period when DiBiase was Grimes' mentor, and this led to the LA Knight feud as well.
(And the 2.0'ing of NXT didn't help Grimes' push either, I'm sure...though I am shocked he got a NA title win and not a release in that time period...)

Cody Rhodes in 2009 (I think) was not really over at all but when they teased him standing up to Randy Orton the crowd suddenly went crazy. They did it a few times and never followed through and people eventually gave up caring and by the time they did do the actual split Orton was the one the crowd cheered.
Wade Barrett got huge heat against John Cena but no one really cared when he faced the likes of Orton/Edge/Jericho in 2010. Compare the crowd reactions of Barrett/Cena at Hell in a Cell and TLC to Barrett/Orton at Bragging Rights and Survivor Series.

For a short time, Greg Valentine was a face after turning against Jimmy Hart... Hart accidentally hit the Hammer with his megaphone on two separate occasions and Greg fought back.
