Unreleased Cartoon Network special from 2003, focusing on mediocre 70s-80s cartoons from Hanna-Barbera, Ruby-Spears, and Filmation:

Stumbled on this on YouTube a few days ago, interesting watch. Managed to surprise me with a cartoon I've never even heard in Rickety Rocket, which looks to be exactly what I would've expected an Urkel cartoon to look like.
I'm really sad that we didn't get to see that Scooby-Doo family tree graphic.
And honestly, is Turbo Teen really that bad? I mean, it's a ridiculous idea, but I remember enjoying it as a kid.

I watched it, I'll be honest... I've seen worse cartoons.

Worst cartoon I have ever seen was The Wacky World of Tex Avery, which was supposed to be an homage to Tex...except without any of his characters.
Instead...we get a bunch of original characters that in absolutely no way are similar to anything Tex did. I'm assuming the idea was to have this universe of wacky characters similar to Looney Tunes...but the reality is that none of these characters deserved to have their own little recurring shorts.
See, for every Porky Pig star...there were like a half dozen reject stars because the audience didn't like them. Bosko was somewhat popular, but it was more to do with the animation than the character, who was your typical Felix the Cat/ Mickey Mouse protagonist...and it was a blessing that the creators left since had they continued to bank on Bosko, they'd likely shut down. With Porky, he was introduced literally in the 100th animated short that got made. And then even more characters were introduced and forgotten before they got to Daffy...and the same when they got to Bugs.
Point is, there was a lot of trial and error that got us the memorable Looney Tunes characters we all love, but if you go back and watch, there's hundreds of forgettable characters that were outright rejected. So for this stupid Tex Avery 'homage' cartoon, none of the characters cut their teeth and they too seemed far more like rejected characters than the beloved characters they were inspired by.
Long story short, the show was terrible and I'm amazed that Fox Kids had the nerve to put it on their afternoon programming (albeit with zero advertising for it). They must have gotten it super cheap.

Allen Gregory is worse than more than half of that list.

Yeah, I remember Turbo Teen as being decent to meh. It had a ridiculous premise but it was pretty inoffensive.
Sometimes I wonder, given the release dates, whether this cartoon inspired a young manga writer named Rumiko Takahashi to use it as a plot point in one of her works (considering in both works the transformation is triggered by hot/cold water).

I watched it, I'll be honest... I've seen worse cartoons. The Brothers Grunt exists. That is all.

Mega Babies was a thing. It makes everything mentioned here and in this video look like Fantasia.

Surprised Sealab 2020 wasnt mentioned, considering the parody version Sealab 2021 was airing around the same time on Adult Swim.

Warner Bros./Cartoon Network will never air this.” Well, they were right.

Can I just say that Mighty Man and Yukk is one of the stupidest ideas I've ever seen? I'm specifically referring to Yukk and his "special power".

Mega Babies was a thing. It makes everything mentioned here and in this video look like Fantasia. I’m certain both Mega Babies and 12 oz. Mouse were both made out of spite. Also, Ren & Stimpy Adult Party Cartoon has fluid animation, but of course John K. never learned that squash-and-stretch doesn’t automatically mean “good cartoon”. That’s harder to sit through than anything here.

And Mighty Man belongs in a "most convoluted gimmicks" discussion. He is a guy who randomly likes to pull out a Bing Crosby imitation, whose voice deepens only when he transforms, and he shrinks to have super powers.

It's almost like they wanted to make an Ant man cartoon but couldn't get the rights.
