Either in terms of match quality or star power.
Steve Austin in early 2001 won one of the greatest Royal Rumble matches ever, faced Triple H in a classic at No Way Out then had another all-timer with The Rock at Wrestlemania.
A few of these matches sucked but this is a kind of insane run Undertaker had in 2002:
No Way Out v The Rock Wrestlemania v Ric Flair Backlash v Steve Austin Judgment Day v Hulk Hogan King of the Ring v Triple H Vengeance v Kurt Angle (and Rock)
With all due respect to Test, he kind of ruined the streak at Summerslam, being a midcarder compared to all those legends.
The following year The Rock only wrestled on 3 PPVs but they were all mega matches in consecutive months with Rock/Hogan at No Way Out, Rock/Austin at Wrestlemania and Rock/Goldberg at Backlash.

Seth Rollins in 2014 and 2015! Had many awesome PPV Matches. 2014 many great Shield Matches, Seth vs Ambrose, Team Cena vs Authority was fantastic.
then 2015 the amazing triple threat match, WM 31, against Cena at Summerslam (finish was bs but still good match)
Lesnar in 2015! Triple Threat Match at the Rumble, WM 31 Main Event, Both matches against Taker were very good.

It even continues into 2001, and you could go back to 1999.
He was always getting big matches, and 5 of those 2000 matches could be match of the year candidates (I'll let you determine which ones).

Vader at Starrcade '92 And Jake Roberts was Halloween Havoc 92 that year right? (the least of all these matches but still there in terms of star power) I think if we're factoring star power and overall quality, this 92 Sting run might be best.

falls apart at Survivor Series 93, but until then you have sellar quality and notable names.

That long Okada title reign where he was just kicking it out of the park every time out. That feels like that was a completely different New Japan to what it's been since the pandemic started. Well, technically outside his ROH appearances those matches weren't offered in a Pay-Per-View model. New Japan matches air on regular TV in their country of origin and everywhere else via their streaming service. It's maybe the craziest streak for a title reign ever, don't get me wrong, but to include that would also have to include all the television-based models of any title streak and not just pay-per-views.

This really seems like splitting hairs considering the model still follows the traditional PPV booking conventions.

Survivor Series 93 was fine. It was meant to be a showcase for Owen to set up the angle and it met that goal. While not the greatest in ring match ever, it did what it needed to and that makes it a good match. Not saying it wasn't good, but I wouldn't consider it part of a streak on par with the previous 18 straight months of PPV outings. Out of all those you had mentioned, I’d say the match against Yoko was the stinker.

This hasn't been true for a while, starting with WK1 in 2007 they've had major shows on PPV (they had 12 in 2014) and now everything is live on NJPW World in the same way WWE has everything on Peacock. The TV Asahi show is usually about a month later than what happens in real time.

The Young Bucks's AEW tenure has been an absolute tear of PPV matches.
Lucha Bros Lucha Bros ladder match Santana and Ortiz Hangman and Omega Stadium Stampede Jurassic Express FTR Jericho and MJF Mox and Kingston Lucha Bros cage match Jurassic Express & Christian Cage (w/ Adam Cole) vs. reDRagon vs. Jurassic Express The Hardyz Reynolds & Silver and Hangman (w/ Omega)
It's an insane run of PPV matches where maybe three of them at worst weren't in match of the night contention, and several were best of their year.
