Sure, Superman Returns and the Synderverse series got toys obviously, but AFAIK there was little to no merch for the first 4 Superman movies, I would have loved a playset of the giant computer from part 3.

Without doing any real research, my thoughts: 1)Movie toy tie ins didn't become as prominent until mid 80s, when the Superman film saga was dying out.
2)The movies didn't lend themselves to that many figure options and not really that many extras like vehicles or sets. Maybe a Supergirl doll if that movie did better.
3)At least after Superman II, there was the Super Powers Team toyline that already gave you a Superman.
4)The exception to 1...a little movie called Star Wars was taking the toy focus at the time.

Related to the last points, Kenner had both the Star Wars and Super Powers lines so that might have factored in.

Christopher Reeve was Superman so any action figure especially the Super Powers one fulfilled the role

Kenner and Mego had the license and were doing their own things, and the movie designs generally weren't toyetic enough to justify double dipping on the DC license. Let's be honest, in the era of Transformers and MOTU, nobody was going to pay for a Kenner sculpted Gene Hackman Lex Luthor action figure, even if such a thing would have a (niche) audience nowadays.
