As people on Twitter have pointed out, Barry Windham, Bray's uncle, has not dissimilar facial hair, so it's likely evoking him on purpose. That being said, one of the same tweets also showed that Howdy appears to be wearing an identical earring to one Bo's been seen with before. Of course, it's not like cross earrings are necessarily uncommon or anything.
I do wonder if Bo can imitate Bray's voice, but even if he couldn't, they could just have had Bray record the voice over regardless. Between Undertaker's wife's stalker, Black Scorpion in WCW, etc, there's certainly precedence for someone else doing that.

I think there’s been multiple people in the role. And I expect that to continue. There’s going to be a lot of people pulling Howdy duty.
