The build has been clear since he returned at Wrestlemania 38. A one year journey that culminates at Wrestlemania 39.
There really isn't any other logical choice right now to win the Rumble anyways as a lot of the roster, Roman has run though already.

Not really since even if he does win the Rumble Roman's beating him at Mania. This shitty ride isn't ending.
That said if Cody were to return in the match and lose anyway? Yeah, that would hurt him.

If he's in it he should win it but don't think it'll hurt him if he doesn't. The only 3 people I can see winning it are Cody, Sami, or The Rock. KO could if he's in it but I think he'll be in the title match vs Roman at the Rumble. If Sami wins it I think he'll want his title match vs Roman at Elimination Chamber vs Roman in Montreal. I think you're allowed to do that anyways pretty sure someone did that before. I wanna say it was Cena but maybe it was somebody else.

No, as long as he puts in a good show and doesn't look like an absolute bum then he should be fine. And when he is on form, Cody can tell a good enough story that when he does get his one on one with Roman, the journey there should be one hell of a ride.

No. What's the rush? Cody's the right side of 40, and he can win the title every time. Coming back, winning the Rumble, and then the title, seems a bit basic. Where's the storyline setbacks? The peril? The chase?
Even if he's fit, I wouldn't put him in the Rumble. You've got Sami Zayn, right now, hottest guy on the roster, hottest he's ever been, and you're not going to capitalise on it? What's the better storyline for Wrestlemania? Roman Reigns v Sami Uso or privileged background destiny?

If he's in it? Not damaging, but literally no one in the company has a better claim to winning it than he does, so it'd be puzzling.
But I do not know if he'll be in the match at all. Could be someone else gets a shot at the Universal title and chooses it due to being Roman's longer reign, Cody gets one at the WWE title since that is the one his storyline has anything to do with. It isn't about winning a world title, something he and Dusty both obviously did multiple times, but winning the belt Dusty was around for but did not win.

That said, I'm cool with Sami winning the Rumble potentially, and challenging for the Universal title. Just don't put Cody in the Rumble in that case. Cody vs Roman, though, being boiled down to privileged background is just kind of funny considering A. Cody has enough history to draw on, including with Roman, where it's about more than that, and B. it is maybe the only time an Anoa'i is going to be presented by people as not being the one who had it handed to him.

Seth could win the Rumble too forgot about him but he might find his way into a Triple Threat with KO and Roman in the title match. Bron Breakker could always show up and stand outside the ring with his fishing pole and pull everybody out.

It would be a big payoff, but it's not quite the same. If Sami doesn't beat Roman, it's like he wasn't the final boss in the story.

The build to him winning at Mania has been clear? He was there for a few months and is now hurt. There’s been no build towards that, it’s really just fan-driven. It’s 100% fantasy booking and people will get mad if it doesn’t happen despite it never being a thing on tv. Not saying that it won’t happen but dude barely got off the ground before getting hurt and isn’t back yet so who knows what the plan is for him immediately.
