It's tough to say as CEO. In terms of day to day creative he should have stepped down after the invasion angle.
There's loads of other points, either as highs, lows or symbolic moments. After Wm30 would have been all three.

He should have stepped away from Creative at the end of the last DX shenanigans.
As for his position as CEO? Nobody here can even fathom that answer. Probably everywhere from the Steroid Trials to tomorrow.

Around the time of the Daniel Bryan fan revolt. It seemed like he had to be pulled kicking and screaming into giving Bryan the big WrestleMania triumph and then resented the fans from that point forward.

Morally, after Rita Chatterton.
In terms of when he "lost his touch" as a booker, I think Bryan and the WrestleMania 30 build was the first real red flag (in hindsight) that he was more concerned with success HIS way rather than putting on a good show. Because then you have some of his most baffling decisions like refusing to turn Roman heel (when it'd saved his cousin's career back in the 90s!) until he allegedly threatened to walk, making Jinder champ, letting Brock f*** off for months with the belt, actively screwing with NXT call-ups like turning Bobby Roode face or making Kross wear a gimp mask, etc.

Yeah, that was also rough. I'll give him kind of a pass for that because the WWE was kind of up shit creek without a paddle in the early 2010s talent-wise — with Jeff, HBK, Edge, Batista and Jericho all bailing in like the span of 18 months — but we didn't need Del Rio or a waaaaaaaay before his prime Sheamus to get pushed that hard either.

Going purely by booking and not backstage stuff, I'd say somewhere around the time he booked himself to wrestle god. Either that or when he booked his employees to literally kiss his ass. Or maybe the time he booked Trish Stratus to bark like a dog for him. Take your pick.

Perhaps after Dusty passed. I feel like Dusty was the professor that molded Indy style workers to fit into the wwe main roster. That’s why early takeover era NXT was fantastic. Without Dusty, the developmental talent couldn’t really fit into Vince’s preferences that made major stars.
