I don't know man. They probably could've gotten another season out of Salute Your Shorts, but at the same time the kids were getting older and the last thing the show needed was to turn into a teen comedy soap opera like Saved by the Bell.

If it's like with Hey Dude, it probably came down to budget/logistics. Nickelodeon was definitely not in the financial position Disney Channel would be many years later, so the approach to content was different.
Nickelodeon's live-action stuff was made cheap, but it still wasn't free. Between that and availability for the kids, etc, they only really needed so many episodes of given shows. This was pre-iCarly's enormous popularity, so it wasn't the kind of priority it'd be later. The cartoons were probably center stage for Nickelodeon at that time.

It always astounded me that Salute Your Shorts only had 26 episodes. I feel like I watched it constantly.
