So Orton has a 10 year head start, so let’s compare Orton from 2002-January of 2013. I think Orton had more world title reigns but nothing he did tops Seth’s MITB cash in. Orton beating HHH and Cena at mania 24 was probably his biggest W at that point, for Seth, his biggest W was being the first one to decisively beat Brock clean since the streak ended (unless you count that Goldberg squash)

I remember Orton's matches and title reigns more vividly than Rollins'
The Backlash 04 match against Cactus Jack, the crazy Triple H feud(even if the match was underwhelming) and being the top heel champ on Raw, to name a few.

I think Rollins had higher peaks/valleys, with the MITB cash-in and the Fiend feud in particular standing out. I don't think he's ever had as interesting a character as IED Orton though. Overall I enjoy Rollin's matches more but Orton probably had the better career in terms of place on the card. My mind immediately went Orton but I think it's close and depends on what you place value on.

They almost seem even at this point to me since they’re both well regarded workers who can be put in both the main event or midcard when needed, never the unquestioned top star but usually protected. I agree Seth’s had larger moments like the wins over Brock at Mania, but Orton’s been at that top card level a bit longer than Seth (though Seth is no green rookie). To me it’s a toss up until a few more years with Seth in his Freakin’ persona and then I can answer that question better.

Right now, Orton probably wins for sheer volume, but like you said, 10 year head start. By the time Seth retires, it will probably swing around his way.

Yeah, I mean Orton has the advantage of a longer career, but it's been plagued with some rather mundane patches, especially whenever it came to him as champion.
I think Rollins has exceeded everyone's expectations as far as being able to reinvent himself, carry himself well as a champion, as well has having mostly banger matches. I'd argue he's the best all around WWE wrestler since Shawn Michaels.

I think Seth's is more consistent but Orton has higher highs. And only one of them is my all-time favourite, which is the only achievement that really matters.

I will use the scientific dvd test that I just invented. They both have a three disc box set of their best and/or most important moments/matches. Structured in a way to include a fair representation of their entire career, which would I rather watch?
Seth Rollins is the easy choice to me. Orton's has had his moments but much of that would be torture.

Orton I'd say.
Both have a ton of great matches but I think Orton has more iconic moments that will be remembered.
Rollins has the Shield/Wyatts face-offs. The heel turn on The Shield. Cashing in MITB at Wrestlemania. That gauntlet when he lasted an hour and pinned both Roman and Cena clean.
Orton has the Foley match, being kicked out of Evolution, punting Vince, kissing Stephanie, that RKO on Evan Bourne, that RKO on Seth himself at Wrestlemania. That Orton/Cena v Raw roster match has like 100m views on Youtube and is constantly trending every few weeks on wrestling Twitter. An underrated Orton moment I think too is his turn on Edge the night after Royal Rumble 2020. The heat was insane. Then a week or two later when he RKO'd Beth.
