Cody (or Rock in the unlikely case that's possible).
Sami and KO v the Usos is the way to go for me. That gives you two massive Bloodline matches instead of one and most of the story has been Sami/Uso more than Roman. That'll be the biggest tag title match in I don't know how many years.
Plus we'll get Roman/Sami next month and it should end with the great moment of Sami and KO re-uniting in Montreal.
I say this as someone who likes Sami more than Cody. I just think it's the best move for the overall card. And it'll be an amazing moment for Sami and KO if it happens. I never thought they could top their matches from last year but the two real-life best friends finally winning the tag titles together and doing it in a huge match at Wrestlemania to end this great story with the Usos. I can't imagine how great that would feel for them both.

I voted for Sami because he has been building an actual story other than I was hurt but now I'm back and my dad was a legend too. I also think that Cody is wack AF so take that into consideration too. lol

It certainly should be only one world title match for Roman. The culmination of his near 3 year reign should end at Mania by one person not two separate title matches. The titles can be split after the draft. But I have to say Cody since the story pretty much writes itself (wrestling has more than one royal family). And as said earlier. Sami and KO winning the tag titles would be a glorious moment. Hell put that on the main event

Sami makes a lot more narrative sense, and really at this point with how Sami's been complicit in kicking his ass like 20 times I don't get WHY I should want KO and him to still be friends at this point, so kind of inclined to go for him. Like Cody more as a talent but he can kind of win the title whenever and, "I also have relatives! They're all dead or work for a different company but I have them!" isn't a terribly compelling narrative to me.

Sami Zayn all the way. From a narrative standpoint, it's the best thing going in WWE right now and the guy is riding high on momentum. You could have him win the tag titles with KO, but I'd much prefer to use this opportunity to strike while the iron is hot.

Honestly if it's not Sami, give me Seth.
I like Cody, but him ending a 3 year long reign has always sounded very underwhelming.
Sami has the emotional connection.
Seth has the historical one.
I'm sure they'll do a decent job of telling the Cody vs. Roman story, but I wouldn't be shocked if it starts to fall flat for me in the build.

If Cody could have more feuds like the one he had against Seth, his reign could easily go down as one of the more enjoyable ones. However, if we see a repeat of some of the programs like the ones he was featured in in AEW....uffda.

Cody probably makes more sense storyline wise especially with the WWE Title.
I can absolutely see Sami being a World Champion in the next couple of years though.
