So pretty much any character introduced in the 21st century.
I kicked a lot of ass with Bo Rai Cho back in the day, admittedly.

Are we counting the guest characters from movies & such?
Either way, Li Mei.

What do we consider the "new school" breaking point? Between UMK3 and 4? Between 4 and Deadly Alliance? Between Armageddon and MK9 (IIRC, MK vs DCU had no new MK-side characters)?

Cassie. Dunno why, just like her. And on the villain side Skarlet.
Now I wait to see if anyone picks D'Vorah.

Fave characters per game:
Deadly Alliance: - Kenshi - Pretty much the highlight of the 3D era for a reason and getting featured to this day with animations and cameos, he's a damn solid character with a cool story and versatile moveset. - Frost - While she was a bit of a clone character in the 3D games, her story as a hotheaded protege is a good one, and I loved her MK11 next-gen Cyborg take.
Deception: - Ashrah - Really interesting design and backstory. She stands out from most MK female designs, and has a proper presence as a result. - Havik - Just a ton of fun and with a lot of different ways you can take the character, the MKX comics with him were excellent as well. - Kira - Honorary mention as while she played like a dull as hell clone character of Sonya and Kano, her character concept is pretty cool, and I really think if she'd got a reboot version that focused on her as the member of the Black Dragon giving it some greater scope anarchist fervour, it coulda worked really well.
Reboot: - Skarlet - Just a really neat character concept, she plays well in this game and got a great redesign and rebalance in MK11.
MKX - Cassie Cage - My main in MK11, and fave character of the reboot era. She gets everything that worked about Johnny and Cassie and gives it a modern twist, her moveset is fantastic with a mix of mobility and mixup options, and she has some of the most fun fatalities and skins. Just... Yes. - Takeda - Really sad he didn't make it into MK11, he's got such a fascinating character and somehow doesn't feel bloated as a character despite having the legacy of Kenshi, Scorpion and the Special Forces. Fun moveset, too. - D'vorah - Probably the most iconic villain of the new series, even if she gets some backlash for her body count of classic characters. Really unique design, lore, and just a well concieved character on every level.
MK11: - Cetrion - Ok I had to put someone from MK11 here, and Geras and Kollector are dreadful. Cetrion at least has a unique feel, playing as an Elder God is a cool concept even if slightly less powerful than you'd think that'd entail. Her multiple-elements moves look cool, and her fatality is fantastic, so there's that.

Funny thing with Cetrion is that she is IIRC one of the top-tier characters in competitive play.
But yeah, unless she was a boss-only character like Kronika, a need for gameplay balance always takes precedence over lore that would justify her being absurdly OP. Just like Shinnok in the games he's playable in.

We all know the best MK character of all time. Hsu Hao. >_>
ok my standard joke answer out of the way. Though I still kinda want my idea to make Hsu Hao more than just a dude in a hat be an all out black market cyborg of just mass of mishapen parts that were clearly not meant to go together. But we're talking actuality not theoretically.
I do actually like Mavado and think him having 3d specific moves were pretty cool especially considering most other special moves still went across the 2d plane and kinda wish they did something with him in the newer games.

Both are pretty damn good but was mainly thinking of the End-Of-Evangelion-esque growing above the planet and sky lasering one.

Ah, the (as Maximillian Dood put it) Asura's Wrath fatality. Yeah, that one is a good one especially since size-based Fatalities are a rarity in the MK universe (only others I can think of are Jax for some reason growing huge and stomping and Ermac shrinking and stomping from MK9). And it makes perfect sense for an Elder God to have that kind of finish.

I thought the original central idea of Special Forces traitor isn't necessarily a bad one (Tanya in MK4 proves how well the traitor idea can work when executed well) but the problem is that it's all we have, and we don't really get it as part of a narrative, it's already happened by the time the game starts.

In terms of best dialogue for fight intros, Cassie Cage but for overall character probably Kung Jin.

Side topic of discussion here for the hell of it: which guest character for the MK series has been portrayed best (not necessarily how they play in game, but references and such)?
Robocop and Rambo having their actors come in as well as their movie references helped...and from what little I know from his source material they did Spawn well too.

Yeah, it's also not really a path we went down... all the cybernetics we have are all pretty clean. Kano's eye, and the ninjas are all pretty uniform and look fitting., Having someone that is just I took every random bit of tech I could get my hands on and kludged it together... and you can make it look as gnarly as you want... hell could even go full body horror with it. cause at the moment Hsu Hao in game is just kinda generic big guy that doesn't really do anything... and story wise he was a traitor to the Special Forces that we never really see or affects anything.

I love all the Kombat Kids. On the villain side, Erron Black, Skarlett, and D'Vorah rule.
