House Shows (or WWE Live events). They are mostly just there for you to get a chance to see the guys and gals go out there and have matches where they don't have to worry about TV time or camera positioning or the like.
However, one thing that tends to hurt them is, save for giving you a preview of someone that will be returning or debuting on the shows potentially, nothing really happens on them.
There have been the rare times in history that it has happened though, via a House Show title change. However, the last one we had was back in 2016 when Nakamura beat Samoa Joe for the NXT title in a Japanese event. If you want main roster, last one was Primo & Epico defeating Air Boom (Kofi Kingston and Evan Bourne) for the tag titles in 2012 (admittedly due to Bourne being suspended again but that's neither here nor there).
Now that WWE is passed the Thunderdome era for a good while and are touring again, do you think to give people some incentive besides seeing the wrestlers live they should throw out a surprise title change in the near future? Obviously WrestleMania seasons isn't the best choice, but I could see some fun attention being drawn if Theory lost the US title at one. Then there could be something with the tag titles depending on what happens with them after the Usos eventually lose them. Or if WWE is that desperate to have Charlotte be a 16 time Women's Champion, she could always lose it at one.

I'm not sure how much it would affect business - I remember when I was a kid going to house shows it may as well have been WrestleMania. I had no concept that this was basically rehearsals. It was far more important that The Undertaker or Steve Austin would be there.
But, why not have a belt that is exclusively defended on the house shows?

Samoa Joe won the title from Finn Balor at an NXT Live event in MA. Then he and Nakamura traded the title back and forth on Takeovers before Nakamura beat him for good on an NXT in Osaka.

AJ Styles won the US Title from Kevin Owens at an MSG house show in 2017.
There were a ton of 24/7 changes at house shows before the belt was retired.

Didn't the women's title change hands at a house show in like 2007 because Mickie James or someone straight up forgot to kick out?

Every once in a while it’s a good idea. But if you get a chance, you should definitely go to house shows. They’re much better than weekly TV from a live experience perspective and second only to PPVs, in my opinion.

Also, they did title changes in 2017 (Styles) and 2019 (Andrade) at house shows.
