Nope absolutely not. The last 3 Years were huge for him no doubt but before that nobody would even have taken this question seriously at all. Roman still is in no way at Cena's Level i would say. Is he up there with someone like HHH, HBK, Bret, Savage, Flair as far as greatest off ll time goes? Probably because he had more main event time than almost all of them (HHH had a fantastic run too no doubt)

Nobody would have put Cena up there at the equivalent point of his run at the top. But I'd say no for now, with two caveats... A) Roman with his current gimmick would be a top guy in any era B) Everyone gets a big bump in popularity when they are retired and don't show up very often. And when there is a new top guy to complain about. Combine those two things and Roman will likely be seen in an even better light in 10 years time. Cena was pretty much already considerd an all-timer in the same amount of time. Roman has been THE GUY... for almost a decade. In roughly the same amount of time from their first title win to now, Cena was wrestling Daniel Bryan and was pretty much done as the top guy, and certainly on the decline. Sorry, equivalent was probably a bad choice of words. I was talking relative to the length of their entire runs. I still think Roman has years left in him as the top guy. At the point Cena was firmly on top and an almost unbeatable world champion... he received far less credit than Roman does now in a similar spot.

I often use the “does my mom know who that is test”. Based on the text message response, no for now.

Honestly, the metric doesn't matter anymore.
Kayfabe is dead; there's little genuine emotional investment in anyone anymore if it isn't based on meta criteria such as mainstream reach or company revenues. Gate revenues are always going to grow over time for the same venue due to inflation. As we've seen, customer/fan engagement with WWE only represents 20% of its revenue, while the lion's share is still based on B2B.
Roman's "GOAT" status comes with a big ol' asterisk on it, precisely because it's clear that he's been _allowed_ to stay on top by the powers that be. Everyone knows it. One can argue that fans believed in Austin or the Rock and absolutely were invested in Hogan's primary run with the belt. Cena's a somewhat more tenuous argument, but he ticked off the boxes that got him the kids' demo which pulled all sorts of merch revenue. Roman has neither the shield of kayfabe (haha) nor that of being presented as a high-profile star who (heaven forfend, says Vince) might get big enough to cross over into Hollywood. He was never seen as bigger than WWE and likely never will be. And that's by design, not by default.

Is it telling that they didn't book him at all on Raw after doing a white hot angle? He's a Smackdown guy, but the Bloodline have been all over Raw.I think if he's the top guy/god tier status, then book him the night after to at least say something. Don't put it off for five days.
