We have one for the top spot, why not one for the spot that for the longest time was SAID to be the best, but didn't prove itself until much later.
The Undertaker in 2007: After two prior #30 spots in 1997 and 2003, Undertaker would get the spot one more time and win it after dumping out a wrecking machine in Great Khali and having a nice mini-match with Shawn Michaels that would lead to much more than just a nice spot in the Rumble in the future.
John Cena in 2008: A surprise entrant who recovered from injury quicker than we would have expected, and even at the height of Cena-hate there were people who cheered big time when he entered the match.
Triple H in 2016: Another surprise in a way (though we would figure he'd come back to mess with Reigns eventually), one that was hated at the time for him winning even if he dumped out Reigns before the final two.
Brock Lesnar in 2022: Coming off a title loss thanks to Roman Reigns, enters the Royal Rumble and gets another title chance (after squashing any plans for a future match with Shane McMahon one last time).
Cody Rhodes in 2023: First match back after his pectoral injury, and he has to spend a good bit of it being a chop-stand for Gunther. Yet he didn't seem to miss a step really on his way to winning.
So yeah. I doubt one will get many votes (not gonna say which but I know you know who I mean) but let's see who gets it in the usual final spot.
Yes, I'm leaving off mention of 2011's 40 man and the "Greatest" Royal Rumble because those were one off ideas.

All depends which you liked better: Undertaker/Michaels or Cody/Gunther

Cena for the surprise, Taker for finally winning from #30.

Definitely Taker. Since he was the first one to do it (which is ridiculous that it took twenty Rumbles for someone with the BEST position to actually win the damn thing); it felt more special and came off like he was breaking a curse more then he lucked his way into a win like the others have felt like. Also him and HBK was a great final in which you really didn't know who was going to win.
Cena, HHH, and Brock were all surprises in which you knew right away they were winning the second they walked through the curtain. Everyone knew Cody was winning ahead of time. Nothing against Gunther but him being the last guy in there with him made it more obvious as while pushed super strong he hasn't been presented as a top guy yet.

Agreed. Undertaker/Michaels was a far more suspenseful mini-match than Cody/Gunther. It's not that the work was bad, just the predictability.

Undertaker.
Cody looked like a dope to me. He’s the returning, conquering hero and yet he enters at #30 when most of the guys have either been eliminated already or are exhausted. The end of the match had me rooting for Gunther because I’m going to want to see the guy who’s been in there for over a hour pull it off and win, not the guy who’s only been in there for 15 minutes. They want me to root for Cody, have him come in around at least #20 so he can last awhile and prove that’s he back to 100%

He was on the cusp in AEW, didn't go all in on it, and then in WWE in the Rumble comes in at 30 and acts like a big damn hero eliminating someone who was in there so long they broke the record. It's such a perfect "this dude is actually the bad guy but doesn't see it" thing to do. The dude amuses me. He's such a self-important heel, but with the veneer of a face. He's not quite Cena territory, but man is he getting there. Oh, and my pick is Taker in 2007.

I am fine with Cody winning from 30. Is there a bigger "welcome back to WWE, how's your pecs?" test than Gunther brutalizing him with chops? He's lucky "Dream" isn't misspelled now.

Taker in ‘07, which also had the unintentional foreshadowing of setting up his matches against Shawn Michaels down the line.

However this would be such a great midcard comedy heel character that they should seriously really try with someone at some point. Like in his mind he thinks this big hero and acts like it but is oblivious to the fact that he's a really big phony. I could see something where he's about to have a match with a heel but the heel gets attacked before the match by his rival who wants revenge for something the heel did. Then "The Hero" comes out with this big over the top entrance and easily beats the completely beat down heel and then pins him with one foot while doing an arrogant hero Captain Morgan pose. It would be great.

I think Cody vs Gunther is in the cards for a future matchup

He also would've been perfect if they ever had a Rumble finish where someone wins by getting #30 after everyone else has already been eliminated and therefore wins by doing nothing. However despite not doing anything he could do his victory lap around the ring and point to the Wrestlemania sign like he's this big time babyface hero. Would've been so funny.

Kurt Angle would have killed that Rumble finish

With this being the 5th winner from #30, 30 is officially the number that has the most wins now! Ironically the old number with most wins (27) has not had a winner since 2001, and 30 did not have a winner until 2007.
Also to mention #1 now is tied with 27 for second most winners.
