In his promo, Seth specifically mentioned that he wanted his name on the marquee when he's talking about having not headlined Wrestlemania. So yeah he won the main event but he wasn't scheduled for it. That's what he's getting at. Essentially his character is acknowledging that his participation in that main even wasn't entirely Kosher and he wants to 'do it right'. Yeah, seems like the fact that Seth said it first is getting ignored, Miz was just agreeing with him. I also liked Miz mentioning that Seth has joined him as a double Grand Slam Champion.

Seth himself had said before that he doesn’t consider his cash in as “main eventing WrestleMania” either.

I’d say he Main evented but didn’t headline.

He never headlined... but he closed the show and was in the main event.

The context is necessary. Rollins was pointing out that Logan Paul isn't a dedicated wrestler and just makes appearances for the money. Miz, as the heel was twisting his words to get under Seth's skin & pointed out that they are the only two grand slam champions and he (Miz) is the only one who's headlined Wrestlemania. Then gave another dig about Logan Paul.
Miz is a heel, he's supposed to exaggerate, subvert and alter the truth. The tiny nugget left gives him in his own mind the credibility to run his mouth and eventually get the babyface to exact some revenge.
Short of a Lesnar-esque beatdown, it's hard to get sympathy or relatability to Seth. Favs love him, but he isn't a Jerry Lawler everyman kind of babyface. He's a glam rocker who the fans are entertained by. Sending him out there to bemoan his place on the card won't get him cheers. Miz and eventually Logan Paul pointing out that he's not at the highest level will.

My question is, what exactly is "headlining a WM?" Because if it's the last match of Wrestlemania, Seth has done that, at WM 31. If its being involved in highly promoted matches, most if not of Seth Rollin's WM matches have been big highly important matches. Also, by winning the Royal Rumble a few years ago, he accomplished both, since its always promoted as the winner gets to HEADLINE WM/gets a title shot in the MAIN EVENT of WM.

I'm fairly certain I've seen an out of character interview from Seth last year saying his goal is to main event WM and be advertised for it in advance.
Edit: from his Austin podcast appearance:
“My goals, as I’ve gotten older in the business, I’ve checked off a lot of boxes. WrestleMania main event, being on the marquee for that, that one looms pretty heavy over my head and I don’t think I’ll be satisfied entirely until I get that one done, if ever.
There are not a lot of guys who have that prestige, but I’m going to work towards it. I love the performance aspect of what we do and now that we’re back to live crowds, I love that, I’ll never get sick of that. That synergy, that feeling, you can’t beat that. I love that.”
