None of the 70s shows based off of superhero comics (Hulk, Wonder Woman, Spider-Man) featured the actual villains from the comics. I understand they were going by the special effects possible in the 70s, but there must have been some villains who were do-able (even if they were minor ones).

If I had to guess I'd assume some sort of rights issues. Or just not wanting to be seen as a "comic book" show. The 60s Batman used the comic book villains. The Doctor Strange TV movie from 1978 had the villains Morgan le Fay and a demonic "Nameless One" as the villains.
