I love Miz and he's a definite hall of famer but no I don't think he'd headline. He's been a midcarder for 90% of his career. If you look at the headliners in the past 15-20 years they're usually big time main event acts who were at that level for years.
Ted Dibiase in 2010 is probably the "weakest" headliner and the closest comparison to a Miz headlined year. Big name but not on the level of most other headliners. Both got a Wrestlemania main event but neither were the big draw. Dibiase's year was all about the title tournament and he obviously wasn't announced ahead of time as main eventing and Miz was second fiddle to Rock/Cena.

No one can answer that question. Entirely depends on how he's seen in 15 years. I wouldn't be completely surprised even if I don't see it as hugely likely

I don't think so. As far as star power goes I don't know if would even put Miz above a lot the upper midcard 80's-90's guys like Jake and Razor and they were both like the second or third biggest names in their classes.

By my count even if they don't create a single new star they should easily have the next couple decades worth of headliners locked up. Unless they start going crazy like 2005 or 2013 and induct multiple headliner-calibre people in the same year. Seriously, I know they were in New York and it's the biggest market but to induct Bruno/Foley/Backlund/Trish all in the same year in 2013 was kind of overkill. People who I'd say are 100% capable of headlining a hall of fame class: Rock Cena HHH Brock Batista Orton Roman Seth Rey Jericho Becky Sasha Charlotte Punk Bryan Styles Jeff Hardy (unless they just put him in as a tag with Matt but he was so popular I think he deserves a solo induction) Group headliners like Evolution/Shield/New Day/Horsewomen/Bloodline. Then there are the definite hall of famers who could easily be headliners by the end of their careers. The likes of Cody/Sami/KO/Drew/Wyatt/Bianca/Rhea. Heyman is a strange one because he's not an in-ring wrestler but he's been so influential I think he could headline too, especially if Wrestlemania is ever in Philly.

What Miz does after he retires is what will potentially make him a headliner. He's never going to be a notable actor, but I can definitely see him getting regular, steady morning show hosting/game show/presenting gigs based on a Michael Strahan-like post NFL career path (probably not that successful as Strahan, who is the gold standard for this kind of thing now, but as a general idea) that would completely change how he's regarded.
