I am not a big fan of 2-Time Rumble winners, but I know it's bound to happen for the women sometime. The question who will they give the Honor to?
Asuka: Unfortunately she may be one of the LEAST to win another one. They never quite give her the mega push likes the Horsewomen, Rounda, etc, and they usually don't have her with a main roster belt much.
Becky: I would say among the favorites to win another one (she did tease it at Survivor Series post event conference). As long as she is "The Man" and stays popular, she should be a very likely possibility.
Charlotte: Possibly the MOST likely to win a second one. As much as she gets megapushed and continue racking up title Reigns, she will always he a threat.
Bianca: Another heavy favorite. Similar to Becky, if she stays popular and continues being pushed, she has a decent shot at 2nd victory.
Rounda: While it's possible if she decides to participate in another Rumble they may decide to give her another win, I think that may be unlikely due to her "barely part time status" and not sure I envision her being active for too many more years.
Rhea: Yes she just won this year but she is currently "Red-Hot". If she continues being dominant regardless of heel or face status, I would not be surprised if she won again (or even went back to back next year).
Others: Honestly not sure who could realistically win 2 Rumbles before any of th4 other 6 mentioned win one more? Sasha?.Not sure with her other avenues like NJPW or "playing Mandalorian ". Bayley? Maybe lucky to win 1 but don't think so with 2. Alexa, has.not been pushed that significantly the last few years. Liv? Please... Other than that maybe Raquel?

I'm guessing Bianca, though unless someone has a meteoric rise this year, next year feels like a pretty good chance of having a second-time winner.

As for the idea of Liv winning it, I could see it happening once. Raquel I could see winning it one day, too early to say if she'll get a big enough push to win two though. As for Alexa and Bayley I do feel Rumble came kinda too late for them in terms of their chances of winning it, push wise.

I feel like Bianca's the one with the best chance of it, as much as I really don't think it's necessary.
Charlotte could, but she probably is more likely to go into another 'Mania as champ to be challenged, not to be the challenger again.

It's interesting to note that they've taken longer to have a 2-time winner than the men did, with Hulk Hogan winning the 3rd/4th Men's Rumbles in 1990/91.Also, the last three women's Rumble winners have all had alliterative names--Bianca Belair, Ronda Rousey, Rhea Ripley, after the first three were in alphabetical order--Asuka, Becky, Charlotte.

If I were to list the previous winners from most likely to least likely it would look as follows.
01. Charlotte Flair. 02. Becky Lynch. 03. Bianca Belair. 04. Rhea Ripley. 05. Ronda Rousey. 06. Asuka.

Ronda is definitely the least likely as I don't see her sticking around that much longer. Don't see Asuka winning another as this push she's getting now feels like it will be her last one. Rhea just won one. Bianca is always a strong possibility but it seems like she's going to be positioned as the face of the division for the long haul meaning she'll likely be a champion come Rumble time most years.
Becky and Charlotte are the most likely. I'll with Charlotte with as she's always the safe bet when it comes to winning stuff. She's basically the Cena/Reigns of the women.

Unfortunately, I believe that Charlotte Flair will become the first 2-time female Royal Rumble match winner.
Don't get me wrong, I know that Charlotte is a truly great in-ring talent and also golden on the mic and worthy of being the main headliner of a future WWE Hall of Fame class.
But, since Asuka is my favorite 21st Century female WWE superstar, I want Asuka to become the first 2-time female Royal Rumble match winner instead.
There surely won't ever be a cooler 21st Century female WWE superstar than Asuka.
