I think I might actually have to give it to 39 since at least there's nothing as actively bad as Triple H vs. Booker or CM Punk rolling around in ashes or Rob Bartlett.

19 was a really good mania in the end but the build hurt its buy rate. 39 has had the best build to any mania post pandemic and has the chance to be the best two nighter.
Still don’t like the two nights, but it is a very stacked card this time.

I didn't see the build for 9 but I think 39 has a much better build than 19 or 29. Roman/Cody, Usos/Sami/KO, Rey/Dom and even Edge/Finn all have the crowd absolutely molten every segment. I would say this is the hottest or most must-see feeling Wrestlemania since 2012 with the hype for Rock/Cena and the hell in a cell match. Like if PPV buys were still a thing I think this would easily beat the past few years judging by the seeming interest level and the fact attendance and ratings are up more than usual.
It's shocking how great 19 ended up being given the build. We all know about Booker/ HHH. Angle/Brock was a mess due to uncertainty over Kurt's neck and they even gave the match away with a 5 second pinfall on TV a week before. Austin and Rock had a match but in the build it felt more like Austin was feuding with Bischoff and Rock was feuding with Hurricane. Hogan/Vince is probably the one that had an actual decent build.

Jericho/Michaels had a pretty good one too from what I remember. Not as dramatic as their one a few years later after Mania 24, but it was one that started around that January. As for the WrestleMania IX build, while I wasn't watching at the time, there were a few things that were built up in previous shows from clips I've seen here and there: -Obviously Yokozuna being a monster that was steamrolling everyone and winning the Royal Rumble. Added to that Yoko demolishing Duggan after a knock-down challenge and attacking Hart on Superstars (I THINK it was a contract signing but don't quote me on that.) -The saga with Money Inc and the recently returned Beefcake that led to Jimmy Hart's face-turn and the return of Hogan for the show (if ego and such didn't get in the way Hogan being a tag team regular at this time could have been something to keep him relevant in WWF longer I think) -Lex Luger being brought in to the wrestling side of Vince's stuff since the WBF failed by Bobby Heenan to take down Mr. Perfect and plugging his super-powered forearm. -Tatanka getting a shot at Shawn Michaels after beating Shawn twice (non title and 6-man tag), plus the side stuff with Sherri post Rumble 93. Keep in mind this time period building a PPV was a much different animal than it would be by the time we got to Mania 19.

I was young when 9 happened.. and all I really remember for that build is the constant hype for Hogan's return
19 had some great build for Austin/Rock 3, Angle vs Brock, Shawn Michales and Chris Jericho, Hogan vs Vince
29 didn't have much building towards it as if I remember right -- it was a lot of Rock vs Cena 2, the very... interesting build to Jack Swagger vs Alberto Del Rio which got derailed when Jack was arrested, Trips vs Brock.. eh
this year has some really good build -- Rey Mysterio vs. Dominik Mysterio has been building for about a year, KO and Sami vs The Usos and been phenomenal, Edge vs Finn Balor has also been one of better long term feuds in recent memory... Cody vs Roman is just missing something for me -- everything else is just "there" so to speak..
so I guess 39

39's had the best build of any Wrestlemania in years. I can't comment on 9, but 19 and 29's builds were... eh.
