Nobody. Have him win the Undisputed WWE Universal Championship off of whomever beats Roman (or if they REALLY want to screw with Cody, have him be the one to end Roman's run), and then have him relinquish the belt altogether, finally ridding us of the convoluted multi-champion issue they've got going now.
That, or have Sheamus win it at Summerslam (after the HTM record is broken) so he can get his Grand Slam in front of a large crowd.

I want to see him lose it to The Miz. Miz deserves to be recognized as most IC Titles, and it frees Gunther up for the WHC Tournament which I want him to win.

I'd have Sheamus do it at MITB in the UK, if they end up still on the same show anyway. Gunther's already beaten him 2-3 times so to get one more shot and raise the stakes I'd have Sheamus put his career on the line too.
If not Sheamus then I'd maybe have Dragunov do it after he gets called up to make him seem like a big deal to the main roster fans.

Which immediately leads to the creation of a new, entirely separate IC title for the rest of the roster to fight over. It should be Sheamus, though. The story's there and they're incapable of having a bad match. Do like the suggestion of Sheamo putting up his career for another shot at the champ.

Sheamus or Dragunov (I think he'd be over enough on the main roster to do it and I like the idea of otherwise dominant heels having that one guy who has their number, like Roman and Seth)

I've felt like they're saving Gunther losing for Bron. Not sure why but it's been a feeling I've had for awhile now. Not my first choice but I feel it's pretty plausible.
