I know they did great ticket sales wise yadi-yadi-ya. It's England and special to the fans because they don't get much AEW or mainstream US wrestling that much. I wouldn't be surprised if PPV sales plummet for All In since it's being treated like the pregame for All Out. Personally, I won't be dropped $50 on All In, since I have no interested in seeing MJF and Adam Cole another time since the inevitable is MJF and Punk in a unification match.
I am assuming that Tony Khan was initially planning on having All In be a Max streaming network special. And when that didn't pan out, he pivoted to having B/R host it on their pay-per-view platform. Why else would he host two major shows on pay-per-view back to back?
We all know they didn't start booking the card until a month in and most of it feels slapped together at the last minute. But if you are going to do two shows like this, make it feel like WrestleMania Night One and Two. AEW has a large enough roster to have wrestlers spread out between the two pay-per-views. Then, give each night an equal build. Plus, they have two championships. MJF could defend him in English and Punk in Chicago. Then if there was to be a unification, have it down the line.

The spectacle gets taken away from the less stronger card doing so. You can find the rest of your answers in the All In discussion thread though.

What should they have done?
Not put Cash Wheeler on the show.
