The multiple round aspect is dumb in wrestling where these guys can go like 15-20 minutes with no real breaks. The constant downtime between rounds sucks any momentum out of it. It doesn't help that WWE constantly says the rules will be significantly more strictly enforced, just for them to ignore it. It also doesn't help that while Meta-Four is entertaining outside of matches, their constant cheating has gotten old months ago. And Noam is constantly either the Heritage Cup champion or contending for it, despite the fact that he is one of the few wrestlers who is better off losing way more often than winning, because he is basically one step removed from being a comedy jobber. The Heritage Cup in NXT UK was deeply unpopular so its baffling why HBK thought it would be popular here as well. It depends what you grew up with. I grew up with wrestling on World Of Sport here in the UK. Virtually every matchs was in rounds (hence the UK Heritage original name of the cup). There were slightly different rules - no five counts, instead you got two public warnings for rule breaking, and them you'd be disqualified. Ten counts if you were down on the canvas and a DQ/Countout ended the match, regardless of falls. Moving from that to the US system of one fall (and jobber squashes) was just as weird, especially as jobber squashes weren't a thing in the UK either. It's going to take time for the bookers and agents to get used to it, but like all wrestling, it's should all be about psychology. You use the end of the rounds to build tension and create heat. Like Noam Dar hitting after the bell, because "he didn't hear it". The babyface has just started their comeback, and the bell goes, killing their momentum and giving the heel a breather. A submission fails because they're saved by the bell. There's loads more, but the bookers and agents need to see how it works with the crowds. Having 2 public warnings replace 5 counts would improve all of wrestling. People getting away with constant cheating on front of the ref with zero consequences has become ridiculous. Refs should physically force a break and issue a warning instead.

They did something like this a few years ago. Amazing how much has changed since 2020. And yes, this is the tournament where Drake Maverick got fired halfway through it.

William Regal has spent literally 99% of his life in the United States since 1993. Kid was almost certainly born there and thus should be entitled to wrestle under that flag if he chooses. Might actually make him interesting in a Fabulous Rougeaus kind of way.
(Can he sing All-American Boys at least?)

I think the NXT Heritage Cup Committee consists of Matt Bloom, Albert, A-Train, Lord Tensai and Sweet T.
