It might be recency bias, but I think Celeste is a great example. The welding of genuine mental health struggles into the challenge of a decently difficult platformer is something only a video game can do and it demonstrates the emotional power the medium can have when themes and emotional beats are done right with them.

Castlevania: Portrait of Ruin. Its villain is a vampire painter who yells "This is ART!" during his boss fight. And who am I to argue?
Also, all games are art. Even yearly sports games like Madden or FIFA.

LSD: Dream Emulator is the first thing I think of. It's an incredible show of what a video game can be when you break the genre's most basic principles.
The original Yumi Nikki is my other choice for the same reason. It's also an incredible, purely surreal experience.
Pitfall! was nice too.

The argument that video games aren’t art has never been that they lack beauty or craft…it’s that art isn’t generally an interactive medium. It’s an artists uncompromising vision presented for view and appreciation…not for audience participation and interactivity.
But I vote for Bioshock.

Maybe an unpopular opinion, but having a thing being considered art isn't exactly the boon many seem to think it is. Art is so subjective, and the definition so paper thin that anything that has any sort of personal meaning, emotion or message behind it is automatically art regardless of whether it's a 100+ hour effort manifesto, or a can of beans.
So I guess my point is that I don't know why this is an argument anyone takes seriously.
