The Master's Pupil should literally qualify as both, as every animation was hand painted...

Mario Galaxy 1&2.
In general I don't think you need a particular art style or story, it just needs to make the player feel something.

Art is subjective and is whatever gets a reaction from you.
My first experience of realizing video games could be more than just something you play and can be seen as art was The Legend of Zelda: Majora's Mask. The moment you call all four giants to stop the moon is such a great moment for me because it reflects all the work and struggles you conquered at that point. Because of your courage and strength to never give up despite all the fears and doubts everything has brought you, that you still made a big difference in a doomed world.

The first game that made me really see games as art was ICO.
But my current example would be Disco Elysium.

I mean you only have to look at some of the shite which is passed off as art as proof that video games are art too. Like the banana taped to a wall... Thats actually literally the point of those pieces lol. They're meant to make you think about what art is.

Maybe an unpopular opinion, but having a thing being considered art isn't exactly the boon many seem to think it is. Art is so subjective, and the definition so paper thin that anything that has any sort of personal meaning, emotion or message behind it is automatically art regardless of whether it's a 100+ hour effort manifesto, or a can of beans. So I guess my point is that I don't know why this is an argument anyone takes seriously. It comes from all the times parent groups or sleazy lawyers have targeted videogames for the 'Ill effects on children'. Every few years something happens that causes another panic to arise, another round of litigation, etc. There are people who have made a career of suing game companies and the like. Today, many people under 50 grew up in the presence of videogames so it may seem odd to worry, but I remember in the 90s, the push to get videogames viewed as art was essentially to get protection in the courts. It was less about validation and more about protection for a hobby that at the time was seen as juvenile and niche by the public at large. Being designated as art meant a smaller chance of censorship and the like. They also didn't have the digital options to sell games then, so a retailer not carrying them was serious.
