By diva I mean "bimbo who was there almost only for her looks" so I'm not counting women like Beth Phoenix, Mickie James, Natalya and AJ.
Personally I would say Melina who could make passable matches, the team MNM in 2005 - 2006 and did quite well on the microphone.

I was always fond of Maryse for character moments, and Layla always brought a lot of enthusiasm. Leaning Maryse.
If I am just talking match quality, it's probably McCool or Melina, but I almost feel like neither really fit this distinction as much.

Eve was awesome, especially as a heel before she left.

McCool's in-ring work was a grade above most of the others on the list.
I think Nikki Bella was pretty good in the later years of her career.
Maryse, I always enjoyed as a character, so she gets a pass.

Honestly they were all very good and deserved better. They all had the right tools to become even better, and just as good, as a lot of women wrestlers of today had WWE actually worked on their in ring ability rather then focusing on their looks which was all that mattered at that point. I felt bad for them when people said it was the "bathroom" break match whenever they appeared because they really were all talented ladies who could have been even better if they were given the chance to be.

Referring to them as "bimbos" is a choice.
But the answer is Eve.

I went with Michelle. She was pretty good in ring. Charisma of a turnip though but i believe she was the only entrant in her Diva Search who wasn't selected for modelling work and actually was a fan before getting into it.

I had a huge crush on Layla from day one. She won the 2006 Diva Search and then for her first couple of years she was on TV so infrequently that every time she showed up I'd genuinely be surprised that she still worked there. Until becoming part of LayCool where she really began showing her charisma and personality. I feel like her in ring work also greatly improved towards the end of her career. Does anyone follow her Socials? What is she up to now?
Honorable mention to Candace Michelle. She was getting really good in ring shortly before suffering a career ending injury.

I dislike the least worst idea. Many of these wrestlers were surprisingly good for how little training they got. They suffered from a lack of NXT and predators in charge. Also bimbo's, really? Let's not get all John Laurinitis.
But most of all I dislike Layla, who could wrestle, manage and talk, being in the discussion. Layla left in that world stood out as a worthy wrestler. Layla with the training Sasha got years later would have been a GOAT contender.

In the end, Nikki Bella. In their second run, she really had the look and ring style to create a great “arrogant alpha woman” character. And despite the desires of many a FAN poster, the Bellas were massively over in that second run.

The answer is Nikki Bella. Who are you to doubt Nikki-Sawa!
