It’s hard to nail down one for the guys who ALWAYS delivered.
I would say Flair’s “with a tear in my eye” is way up there.
Hogan’s Wrestlemania 4 promo would be my pick since it represents his “tall tale” style so well, though certain aspects of that have aged like mayonnaise in the sun.
I agree that Jake Roberts’ “wallowing in the muck of avarice” and “I could cultivate her” are strong contenders for his best.
With Randy Savage, I flat out can’t decide.

I thought about the Bash at the Beach promo, and it’s absolutely great, but aside from “the fans can stick it,” I can’t remember many of the specifics. And as over as Hollywood Hogan and the nWo was, when I think of Hogan’s peak, I think of that initial WWF run, and nothing jumps out at me from that. And that’s not a bad thing, he was phenomenal in the build to Wrestlemania III and the controversial loss to Andre on NBC. He did great work against Savage, Warrior, etc. That promo from Piper was great, and there are many other examples. But that one iconic, legendary promo is such a unique thing. It’s hard to place with Flair, Jake Roberts, Jim Cornette, Bobby Heenan, etc. Hogan’s promo turning down DiBiase’s offer to buy the belt would be my pick. Really put over how much the belt meant to him when he flipped the switch from contemplating taking the offer to “HELLLLLLL!!!!! NNNNNOOOOOO!!!!!!” This gets it for me as well. Goes over the top as Hogan promos do, but is a little understated at times at really gets in why he'd go against DiBiase. The fact that the crowd legitimately goes quiet as he contemplates the offer before exploding when he rejects it is a topping point as well.
