IF the Rock is available and able to do the match with his age, they should just get Roman/Rock out of the way at Survivor Series, the same PPV they both debuted in. I think it will be an interesting story, but I don’t think it NEEDs to be at wrestlemania.

I would rather see Cody finish the story by beating Roman for the title at the rumble, then Roman and Rock can main event WM 40 without the title on the line

It’d be a hell of a makegood for Rock no-showing the 2021 Survivor Series that was built around the anniversary of his debut and got replaced by an egg.

Make it a featured match on Smackdown! I hear those are just as important as a PLE match..lol
As bad as the match will probably be, Rock vs Roman is worthy of the grandest stage of them all. It also has to be for the titles. Unfortunately Roman, really is not a big deal without those titles. His entire run is based around the stranglehold he has on the belts. Roman losing before devalues him too much. He's not around enough to build a compelling story without the "Unbeatable Tribal Chief Champion" angle. The only way I think Rock vs Roman works without the belts on the line is if Rock somehow costs Roman to lose the belts, which makes Roman vs Rock a revenge feud.
I say, Cody already finished the story...the ending was he failed. I really don't care about a Cody vs Roman rematch. It's not like they put on a classic last time out.

I see them pulling a Wrestlemania 10 where Roman and Rock face off on night one of Wrestlemania while Cody has a different match, and the winners (Cody and Roman) main event night 2.

There is no reality where a Roman/Rock match doesn't happen at WrestleMania. From a marketing perspective, it's a total, absolute homerun and, especially with the merger taking place and a proposal for a big UFC/WWE weekend potentially there, it's the thing you put that hat on.
Like, yeah, you could do it at another show and build that up but for a company like WWE (now TKO) to not do it at 'Mania would have shareholders and sponsors going "The F***?!" after being told 'Mania is the most marketable show.

I think they should focus on big matches on other shows as well. Not everything has to happen at Mania. I’m sure most fans would rather have Cody “finish the story” than see Roman vs a 52 year old Rock at Mania and have the reign go ANOTHER year. The first Cena/Roman match happened at a No Mercy. The biggest Cena vs Punk match happened at MITB

The biggest Cena vs Punk match happened at MITB I agree with you completely but if you're a part of a company that is going to negotiate with The Rock to get something booked and put together when he has the most free time he'll likely ever have until this strike ends, you're going to rubber stamp him for the biggest show possible regardless of the logic of the rest of the show. It works there now. It's why they were probably going to do Cody/Roman at SummerSlam before Cody got injured since that was the match for that moment. The other shows, right now, are going to do well regardless with the talent you have. That's why the business sense of doing it at 'Mania trumps all else.

If this all happened in May as opposed to September, I think there's a case you could have done Roman/Rock at SummerSlam since they like to do those shows in stadiums. Booking Rock for a United Center show that's already sold out doesn't do much for them. Mania will have folks flying in, buying merch, etc. I'm a big Cody fan and I don't want Rock to do the match, but I begrudgingly understand that if they've got Rock available for Mania, that's the logical move from a business standpoint.
