Figuring out who the most morally suspect face is would be a lot harder, so let’s figure this out.
Who is the least evil of the heels, and for that matter, what type of heel is the worst?
Is someone who cheats and plots to win matches and steal opportunities from others as bad as someone who assaults people backstage or after matches for fun?

Chelsea Green might be the least evil heel. I don't think she's ever attacked anyone (I may be wrong). Her heelest actions seem to be being annoying and demanding special treatment.

She's just trying to bring attention to Adam Pearce's cruel tyranny. He is pretty terrible at his job. He is. This also reminds me that another fun facet of Chelsea's character is that she's perfectly happy hyping up other women if she can use it as a way to attack whoever she's talking to. So she'll talk up Rhea dominating opponents if she's talking to said opponents, or talk about how Tegan couldn't possibly have a chance against Becky if she's talking to Tegan. |

Emma to me never came off like she could be evil either even someone like cheerleader Julia Hart on the other side still seemed more evil.
Sometimes the Miz bounces around from way too farcical to be evil and it gets frustrating even as a fan.
Love the Miz and he is still a damn good heel but more in the vain of a guy who needs idolation or attention not necessarily control or with intent as he fails nearly every time to vanquish anything in front of him but never stops trying.
