Just for the record-I have no delusions of being Batman. I live in an apartment complex, over the last couple weeks there have been complaints of a creep running around at night, following women. Up to now it sounded like he hung around deeper in the complex, away from street facing buildings. But apparently he’s getting bolder, my neighbor sent me a message about being shadowed by him. I checked my door camera but saw nothing. I’m thinking of placing my two indoor cameras in the windows at night got a little while, if I get footage that helps catch this creep, so much the better. I’ll be keeping an eye out bit otherwise I feel there is not much I can do to help.

Maybe inform the apartment owner. Or put something up near the entrance warning about a potential creep around the area. Not much you can do unless you see him tbh.

If he doesn't live there, he could be trespassed and then subsequently charges pressed if/when he comes back. Definitely start complaining to whoever the apartment management is, and try to get your neighbors to complain as well.

This seems like exactly the kind of advice a prowler would be seeking to avoid detection.
Seriously, you're intelligent. Put up cameras, file a report with the police. Your next two options are to live with it or be murdered by the prowler. It's not that complicated.

Your next two options are to live with it or be murdered by the prowler. It's not that complicated. Through the grapevine, a police report has been filed. I’m not optimistic much will come if it. There is a suggestion going around that this fellow might be developmentally challenged and doesn’t realize he’s being inappropriate. But I prefer play it on the side of caution.

OK, so there's way too much crazy out there right now in the world to leave this to a lone police report filed through the grapevine. First stop is the apartment landlord/leasing office or company. Make enough noise for them to have security on property. You're paying rent after all and there should be some expectation of keeping the riffraff in check. At the same time, I think you and your neighbors need to rely on more than one report. Volume will get the police's attention and they'll probably send someone out to take statements, get details for a witness sketch, etc. There's also the NextDoor app/website, which is usually used to complain about everything in a given neighborhood. See if your complex has a community page. Join it. Raise the issue. Outward facing cameras are a good idea. If all else fails, find whichever local news channel covers consumer complaints. They'd probably be interested, especially if the landlord does nothing (be sure to emphasize this) or the authorities don't take it seriously.
