For the most part I don’t think WWE cares much about AEW or Tony. And obviously there is nothing like the animosity that existed between Vince and Bill Watts or Bischoff. But it strikes me that the sheer dismissiveness is a form of trolling in itself, and particularly after some of AEW’s recent setbacks that Trips is kind of thumbing his nose at Tony. Particularly in the treatment of Jade Cargilll I get an impression of a subtle “anything you can do-I can do better.” Not a serious grudge, but a little childish gloating after how AEW was seen as the greener pasture not long ago, the shoe is on the other foot.

I think reading “trolling” into the booking of Jade is creating a narrative. Maybe some of Triple H’s comments about AEW in the past have been dismissive, but I haven’t seen that leech into the TV product.

If they treat AEW talents like shit, it doesn't really give AEW talents any incentive to leave AEW and give WWE a shot.
It's smart of them to treat the talents right. Same as AEW giving WWE Talents creative freedoms and things they outwardly say they did not get while employed under WWE
You want each company to offer talents things the other company apparently just couldn't give them to be satisfied, this is how you provide healthy rosters and overall working environments, and moreover don't torch bridges either.

It's possible, I guess, that he'd be taking shots across the bow. It's not without precedence, I guess. Or maybe it's nothing.
I feel like the only sentiment I'd find to be horseshit would be if someone claimed WWE was indifferent to AEW, because that's patently horseshit. Whether or not WWE loses sleep over AEW or something, they obviously do care. It's not a TNA situation where it was usually an irrelevant factor to them.

He'd be a PC trainee at best, not someone getting hype videos, PR releases by USA Network, and a debut on a special if it wasn't an attempt to show "the grass is greener".

No, I think he just sees Jade as a star and is presenting her as such.
Overall including the other signings I don't think it's trolling as much as it is "look what we can do for you if you decide to sign with us".
It's the same way AEW was enticing for people like Danielson who just wanted to wrestle their style again.

Because WWF/E historically goes more in on people the "other guys" wasted. This is how we got the Undertaker, and eventually freaking Stone Cold Steve Austin. Ones who were the big stars for the "others" (Vader, for instance ), not so much.
But...Triple H seems to be giving more "outsiders" a chance indeed, as yes he's even pushing the former face of AEW.

Jade is a special case. She's already rich, has an unreal look, and a presence.
No promotion is going to avoid pushing her. Even Billy Corgan would.

To invoke Occam's Razor, the simplest answer is if you treat the AEW wrestlers you have like superstars (no pun intended), more AEW wrestlers will be tempted to jump ship. It's one of the things they got so right with AJ Styles; for years, folks speculated about not if but when AJ Styles would end up in WWE, and the general response was that if he did, he would end up buried in short order. Instead, in the seven years since Styles debut at the Royal Rumble, he has ended up with one of the best WWE runs of the modern era. I guarantee you, AJ Styles success in WWE opened the floodgates for TNA wrestlers who would have never considered signing with WWE before.
