It can be a top 10, 5, etc, or just 1.
I'll do a top 10 9:
9. Hogwarts Legacy - I might just be sick of open world games but this game was so boring. Why this game even needed to be open world, I have no idea.
8. WWE 2K23 - It was fine. I enjoyed MyGM but Universe Mode sucked.
7. One Piece Odyssey - Never watched the anime but this was a solid JRPG.
6. Octopath Traveller II - This was much improved over the previous game.
5. Resident Evil 4 - Literally the only reason this is so low is because I played it on hardcore (the game told me to do it!!) and I ended up rage quitting, lol.
4. Fire Emblem Engage - Apparently, a lot of people found this disappointing but I haven't played a FE since Awakening so I enjoyed it.
3. Street Fighter 6 - I think world Tour was a miss but I mostly play online, anyway.
2. Final Fantasy XVI - The best FF story and characters since X. Great game but has some flaws.
1. Honkai Star Rail - Well, this came out of nowhere for me. Downloaded it for free randomly one day and I'm addicted. Could never really get into Genshin Impact so how about Genshin Impact with turn based combat? I'm there.

I think the only 2023 game I got was Honkai Star Rail and it's really solid. I really need a PS5 and/or a new video card to start playing more recent games.

1. Tears of the Kingdom
That is all.
I made the mistake of playing Personal 5 Royale and TotK back to back so haven't had the chance to play much else this year.

The only 2023 games I've played are:
Star Wars Jedi: Survivor The Legend of Zelda: Tears of the Kingdom Final Fantasy XVI Baldur's Gate 3
I don't know if it's the best of those games, but the one I enjoyed the most is easily FFXVI

Haven't played many new games from this year but here are the ones i have ranked:
5.Sonic Superstars - really looked forward to this but i found it painfully bland. Music was average, level design was average and it did nothing new. 4.AEW Fight Forever - i liked the gameplay but it just lacks depth and features. 3.Disney Illusion Island - really fun metroidvania. Just a joy to play if not a little short and simple. 2.Super Mario Wonder - again just a joy to play. 1.Theatrerythm: Final Bar Line - fun gameplay and great music

I haven't played many new games this year.
1 - Killer Frequency (Very underrated game--you're a DJ taking 911 calls whilst a serial killer is on the loose and have to use whatever is at the studio to try and help people who phone in to survive) 2 - Spider-Man 2 3 - Hogwarts Legacy 4 - Paleo Pines 5 - Football Manager 23 6 - Football Manager 24 7 - Final Fantasy XVI (Only makes the list by default. I thought it was absolute gash. Completely boring combat, and as soon as the most interesting character was killed off, I quit)

Not going to rank them but my top instincts are...
Master Detective Archives: Rain Code Process of Elimination Resident Evil 4 Super Mario Bros. Wonder Super Mario RPG Vampire Survivors Xenoblade Chronicles 3: Future Redeemed
Expected Tears of the Kingdom, Fire Emblem Engage, and Spider-Man 2 to be on that list but I wound up kind of hating the former two and the latter while good didn't really have anything I liked about it more than the first game.

Probably the most time I spent on a game I just bought this year

1. Resident Evil 4 - I don't have the same nostalgia for tihs as a lot of other fans do since my first RE game was 5, and I only got to play the original 4 years later. But man, this was fun. 2. Hogwarts Legacy - I originally bought this for my girlfriend, but after watching her play I really wanted to try it out. I'm not really a big HP fan, I mainly read the first few books when I was young, but even despite that, it was so much fun. 3. AEW Fight Forever - There's definitely elements missing that would improve the experience, and I sympathise with those disappointed. But for me the basic gameplay is fun, and I haven't really been able to say that about a mainstream promotional wrestling game in a long time. To me the breeziness of the matches is actually a benefit compared to the sluggish molasses pace the 2K games decided to go with.
Aaaaaand... I think that's it. I haven't really made a whole lot of time to commit to games this year. I've also hit that age now where my time really feels like a real commodity, so seeing a game promise 100+ hours of gameplay, or whatever, doesn't have the same spell it used to.

1. Tears of the Kingdom 2. Super Mario Wonder
Honestly, I don’t think I’ve played any other new games this year that come anywhere close to those two.

Pikmin 4 and RE4 Remake were the two games I loved this year. Also, the big Hitman update that brought all 3 modern games into one with that new mode was as fun as it was frustrating. I enjoyed that trilogy a lot, especially the first two.
I still have to give Mario Wonder more of a chance, been meaning to play Hogwarts, and I will hopefully get around to Spiderman 2 & the new Avatar game after the holidays.
So, as of right now my #1 is Pikmin 4.
